DISCUSSION On February 17, 1998, the City Council approved a program statement and a request to use Petroleum Escrow Violation Account (PVEA) funds to lease and operate an electric shuttle bus and to lease an electric car. The California Energy Commission (CEC) has considered and approved this request. However, prior to the release of funds, the CEC requires the City to approve, by City Council resolution, and submit a work statement that defines major tasks and presents a budget for use of PVEA funds. The submittal of a work statement to the CEC is a prerequisite for executing a formal funding agreement between the CEC and the City. The idea of offering shuttle service between the Madonna Road Shopping Area and the downtown has been promoted for several years by various organizations (such as the Economic . Stability Task Force). The PEVA Program provides the City with an opportunity to pilot such a service and, if successful, pursue ongoing funding from the private sector shopping and visitor serving areas of San Luis Obispo. The use of an electric shuttle is also supported by the City's General Plan Circulation Element which encourages the use of environmentally sound technology. The City succeeded in leasing, at no cost, an electric shuttle bus from PG&E and has worked with representatives of the Downtown Association, Hotel-Motel Association, and Madonna Road merchants to establish an operating schedule for the shuttle bus (preliminary schedule attached). The electric shuttle can provide five (5) hours of service a day on a single battery charge. This limitation tends to control the scheduling of the shuttle and the allocation of its service between connecting the downtown with Madonna Road (during peak shopping periods of the day) and with Monterey Street Motel Row (during the peak demand periods from overnight visitors). The shuttle bus has been tested on the downtown trolley route since April of this year with no major technical problems noted to date. Additional monitoring will be done during the first few months of shuttle service. Council Agenda Report—Electric Shuttle Bus Work Statement Page 2 Transportation staff has attempted to find vendors that are willing to lease an electric car for trial use as a city pool vehicle but we have not been successful. Service to these types of vehicles is only provided within metropolitan areas and there are no dealerships in our area that are authorized to service electric cars. Therefore, the attached work statement and proposed budget only addresses the use of PVEA funds to support the electric shuttle bus service. A public dedication of the shuttle bus service, entitled "The Connector," is schedule for Thursday, September it at 1:30 p.m. in Mission Plaza. One purpose of the dedication is to recognize and publicize PG&E's contributions to this effort of providing a environmentally- friendly vehicle for community use at no cost. Currently, the City's lease with PG&E extends through March, 2000. While PG&E has made no commitments to the City to extend the lease period, the proposed budget for this service provides funding for a longer service period through December, 2000. If the service is successful, the City will attempt to extend the lease with PG&E in order to fully utilize the funding available from the PVEA program. Staff notes that the proposed shuttle service will be monitored during its first few months of operation. If staff sees the need for changes to the shuttle's schedule or areas served, we will work with the various business and community organizations to make service changes as needed. Within one year from the initiation of service, staff will prepare a progress report to the City Council that addresses, among other things, the continuance or discontinuance (including costs) of the shuttle service at the end of the lease period with PG&E. FISCAL IMPACT Service costs of$100,000 covered by the PVEA program involve the operation and maintenance of the electric bus throughout the service period (September 1998 through December 2000). The cost of advertising and promotional materials (signs, media advertisements, printed information distributed to merchants and hotels and motels) will be covered by the current Public Works Department budget or from other appropriate sources. ALTERNATIVES The options available to the City Council are: Do nothing. If this alterative is chosen, staff will discontinue the Electric Vehicle Pilot Program and activities already undertaken to initiate this program will be incurred by the City. These costs are estimated to be start-up and advertising costs of approximately $7,500 to $10,000. Currently, there is no pressing deadline to submit needed materials to the CEC. Modify staff's recommendation. The electric vehicle pilot program can be modified. Any revisions by the City Council to the work program are within the Council's purview and will be reflected in a Council Agenda Report—Electric Shuttle Bus Work Statement Page 3 revised work statement to be submitted to the CEC. However, should this alternative receive Council support, specific direction will need to be given to staff as to what program revisions are proposed. (1998 Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY SAN LUIS OBISPO ADOPTING A WORK STATEMENT FOR AN ELECTRIC BATTERY POWERED VEHICLE PILOT PROGRAM WHEREAS, Chapter 659, Statutes of 1997 (SB 368, Peace), included appropriations from the Petroleum Violation Escrow Account to the California Energy Commission for legislatively mandated projects; and WHEREAS, Chapter 659, Statutes of 1997,requires that such legislatively mandated projects be allocated by the California Energy Commission to the recipient; and WHEREAS, The City of San Luis Obispo is desirous to implement a project for maintenance and operations of electric shuttle bus as part the City's participation in the Department of Energy's PVEA program. NOW,THEREFORE, BE IT RESOLVED,that the City Administrative Officer is hereby authorized and empowered to execute in the name of The City of San Luis Obispo an agreement with the California Energy Commission and all other necessary documents to implement and cant'out the purposes of this resolution. The recipient's SEP grant application is attached hereto and expressly incorporated as part of this agreement. In the event of a conflict or inconsistency between the terms of this agreement (and incorporated documents) and the Recipient's grant application, this grant agreement shall be considered controlling.
