SUBJECT: Water Reclamation Facility Biosolids Storage Area Paving,
Specification No. 92-12
CAO RECOMMENDATION:
1. Approve plans and specifications for"Biosolids Storage Area Paving, SpecificationNo. 92-12"
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest
responsible bid is within budget.
DISCUSSION:
Both of the biosolids storage areas and connecting roadways are in need of hard surfaces. The
current surfaces become muddy and slippery during wet weather. They also drain poorly. During
the loading and unloading of biosolids, vehicles have difficulty maneuvering around the storage
sites due to the mud. The mud is tracked from storage sites and deposited around the water
reclamation facility.
This project, which was approved in the 1997-99 Financial Plan, will pave the biosolids storage
areas and connecting roadways with asphalt.

Staff has received a categorical exemption from the Community Development Department

This project combines two projects identified in the 1997-99 Financial Plan, Capital
Improvement Plan, Appendix B, pages.74-76: Paving for Biosolids Handling Areas ($360,000);
and Sidewalks and Paving for Process and Landscape Areas ($40,000). As indicated above,this
matches the Engineer's estimate for this project ($400,000). Sufficient funds are available in the
Water Reclamation Facility Major Equipment Replacement Project account to support this
request, as the account currently has a balance of$754,700.
