The engineer's estimate for this project is $97;000. This project was approved in the 1997-99
Financial Plan, Capital Improvement Projects, Appendix B; page 67, and was originally
projected to cost $60,000. With better information about the scope of the project, the estimated
cost has increased. The estimated additional $37,000 to support this project is available in the
Wastewater Collection System Improvements project account, which currently has.a balance of
$1,030,100 to fund this and other identified system improvements.

CAO RECOMMENDATION
1. Approve plans and specifications for"Sewermain Improvement Project: Railroad Crossing n/o
McMillan, Specification No. 9880A."
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest
responsible bid is within the Engineer's Estimate.
3. Authorize the Director of Utilities Department to execute the agreement with Union Pacific
Railroad.
DISCUSSION
This project will replace an existing sewermain located in an easement under the Union Pacific
Railroad. The line was constructed of metal pipe and set above ground, presumably because of
the delicate nature of the foundation for the overhead railroad structure. The pipe is currently
experiencing some leakage and is in a seasonal stream bed. Staff has just received the agreement
from the railroad for this project and is pushing to complete it this dry season. There is still a
final clearance needed from the railroad for the City's contractor which could delay the project
until next dry season. Early wet weather may also delay the project.
The City has an easement for the existing line obtained from Southern Pacific Railroad and did
not expect to have to pay a fee to the railroad to complete the work. We are attempting to clarify
the necessity for payment of the fee with the railroad. Staff did not want to hold up approval of
the project until that occurred. If the fee is required, the Utilities Department still wishes to
proceed with the project For that reason, we are requesting approval of the full fee amount to
allow us to proceed with the project in a timely manner.
CONCURRENCES
The Community Development Department has given this project a categorical exemption. The
Army Corps of Engineers has issued a preliminary approval pending a clearance from the Regional
Water Quality Board. The Department of Fish and Game has issued an agreement for the project.
The project contains various mitigation measures to compensate for any impact of construction to
the waterway. No construction work will begin until all final permits are obtained.
