SUBJECT: MEMORANDUM OF UNDERSTANDING WITH CUESTA COLLEGE
CAO RECOMMENDATION
Approve a Memorandum of Understanding between the City of San Luis Obispo and the Cuesta
College Small Business Development Center for collaborative economic development activities.
DISCUSSION
On September 9, 1997, Council adopted the Targeted Industry Cluster Committee MCC) Final
Report which included the following goal: "Develop stronger networking linkages with Cuesta
College and Cal Poly".
The Council then visited Cuesta College as part of the.City/Chamber of Commerce monthly
business visitation program, and staff followed up that visit with a more in-depth meeting with
Cuesta Officials. At the conclusion of the meeting, Cuesta College requested the City consider a
Memorandum of Understanding (MOU) for collaborative economic development efforts
including business expansion and recruitment. The purpose of the proposed MOU allows the
City to formally collaborate on activities deemed mutually beneficial to the clients of the City of
San Luis Obispo and the clients of the Cuesta College Small Business Development Center
(SBDC) including:
• Planning, implementing, and managing economic development activities and programs to
support the City Council's adopted goals and priorities.
• Collaborating with the California Central Coast Research Partnership (C3RP) stakeholder
to encourage the full utilization of SBDC services.
• Working with other local,regional, and state agencies and others to promote small business
development and the SBDC services.
• Making SBDC referrals to businesses desiring expansion or relocation services and to
promote the services of the SBDC in presentations and marketing materials.
• Forwarding workforce training recommendations to the SBDC as identified by businesses
located within the City.
Attachment 1 provides further information about the services of the SBDC.

CONCURRENCES
The Cuesta College Board of Trustees concurs with this recommendation. Establishing stronger
linkages and more collaboration between the City Economic Development program and our local
educational institutions has been recommended by several groups, including the Economic
Strategy Task Force,the TICC,and the Chamber of Commerce: It has also been a formal goal of
the City for some time.
FISCAL EMPACT
There is no direct fiscal impact associated with adopting this policy.
ALTERNATIVES
Do nothing. We can continue to informally network with the Cuesta College Small Business
Development Center. However, because establishing closer ties between our Economic
Development efforts and Cuesta College has been a formal City goal, this option is not
recommended.

MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF SAN LUIS
OBISPO AND THE CUESTA COLLEGE SMALL BUSINESS DEVELOPMENT
CENTER
THIS MEMORANDUM OF UNDERSTANDING effective October 20, 1998, is entered
into by and between the Cuesta College Institute for Professional Development's Small
Business Development Center (hereinafter referred to as "SBDC"), and the City of San
Luis Obispo (hereinafter referred to as "City of San Luis Obispo").
WITNESSETH
WHEREAS, the City of San Luis Obispo has agreed to participate and support the
establishment of a local economic development effort; and
WHEREAS, the Cuesta College SBDC desires to assist in the diversification and
expansion of industrial, retail, commercial, recreational and general business services
of San Luis Obispo County; and
WHEREAS, the City of San Luis Obispo Economic Development program was created
to stimulate the economic vitality of San Luis Obispo, generate jobs and increase
financial investment within the City by promoting the retention, expansion and attraction
of targeted business and industry to the area; and
WHEREAS, the City of San Luis Obispo supports such economic development
activities on behalf of the community and is in a position to accomplish such goals and
purposes of the City through providing services in an efficient and economical manner
and desires to have the SBDC deliver business management consulting services to City
of San Luis Obispo businesses; and
WHEREAS, the mission of the SBDC is to provide educational and technical business
management consulting services for the City of San Luis Obispo's businesses which
will help assure their prosperity by increasing business skills;
NOW THEREFORE, in consideration of the premises and covenants and promises
hereinafter set forth, the parties hereto hereby agree as follows:
1. The City of San Luis Obispo shall cant' on economic development
activities as follows:
a. To work in cooperation with the SBDC on all activities deemed
mutually beneficial to the clients of the SBDC and of the City of San
Luis Obispo.
b. To plan, implement, and manage economic development activities
and programs to support the City of San Luis Obispo City Council's

adopted goals and priorities, including business retention and
expansion programs and programs targeting the recruitment of
industries identified in the September 1997 Targeted Industry Cluster
Committee Report.
c. To collaborate with the California Central Coast Research
Partnership (C3RP) stakeholders and to encourage the full utilization
of SBDC services as a part of its program.
d. To work with other local, regional, and state agencies and private
parties to promote small business development and the services
available to local businesses by the SBDC.
e. To make SBDC referrals to City of San Luis Obispo businesses and
industries desiring expansion or relocation services, and to promote
the services of SBDC in presentations and marketing materials.
f. To forward specific workforce training recommendations to the SBDC
as identified by businesses located within the City of San Luis
Obispo.
2. SBDC will work cooperatively with the City of San Luis Obispo and
provide counseling services to all businesses that are either referred or
are recipients of the City of San Luis Obispo services.
a. Will provide up to four hours of counseling per referral from the City
of San Luis Obispo.
b. Will work with referrals from the City of San Luis Obispo to develop
business plans.
c. Will work with referrals from the City of San Luis Obispo for the
creation of marketing plans.
d. Will assist in preparation of financial projections for business.
e. Will assist in the identification of funding sources for businesses.
f. Will provide counseling services to help businesses reduce costs and
increase efficiency.
g. Will provide assistance in helping establish ongoing banking
relationships.
h. Will help businesses improve marketing programs.
L Will help businesses obtain information on city, state and federal
small business programs.
j. Will identify business opportunities to increase sales, both foreign
and domestic.
k. Will provide professional consultants in the areas of, but not limited
to, increased productivity, improvement of product lines, installation
of accounting and computer systems, human relations/labor force
retention and management and overall business management.
I. Will maintain a library of small business materials.
m. Will host conferences and workshops to meet the needs to emerging
businesses. Workshop topics may include, but are not limited to,
cash flow management, business planning, marketing, human

resource issues, improving customer service, using computers and
credit and collection.
3. This Agreement shall become effective on October 20, 1998 and shall continue
in effect until June 30, 1999. This Agreement shall be automatically renewed
each year hereafter, for periods of one year, commencing July 1 through June
30 of the succeeding year, unless amended or canceled by action of the SBDC
or the City of San Luis Obispo upon thirty days written notice by each party.
IN WITNESS WHEREOF, the parties hereto have caused this Memorandum of
Understanding to be executed in duplicate on the date indicated below.
