SUBJECT: Railroad Transportation Center -- Concept Plan Approval
CAO RECOMMENDATION
Approve Revised Concept Plan increasing Amtrak parking, decreasing bus parking and retaining
the Freight House in its present location
DISCUSSION
On March 17, 1998 the City Council reviewed and approved a concept plan (Exhibit B) for the
Railroad Transportation Center (formerly Multi Modal Transit Transfer Center). At the same
time they certified the environmental documents for that concept plan. At that Council meeting
public testimony was received from the San Luis Obispo Council of Governments that the
concept plan be reconfigured to better utilize the site during the interim period of 10 to 15 years
before full transit usage of site will be necessary. Staff, having already mentioned the need to
redesign in its report, agreed with the comments. Also, as a part of public testimony, a group
representing local historical railroad interests, requested that the redesign include the ability to
provide for future use of the old freight house as a rail museum and actual rail exhibits. The City
Council was favorable to both requests and directed that a revised concept plan be produced.
Following that meeting, staff retained the firm of Insite Associates to prepare a new concept
plan. They did so; resulting in the concept plan shown on Exhibit C. The plan was presented to
and endorsed by a stakeholders meeting coordinated by the SLOCOG staff. This plan provides:
• -provides more parking for Amtrak passenger and future rail museum visitor vehicles
• provides less bus parking
• does not involve the need to relocate the old freight house (future rail museum)
• provides a location for trackage to be installed for rail exhibits
Because the concept plan shown in Exhibit C is slightly different than that previously considered
by environmental studies, the new plan was reviewed by Community Development to see if
additional environmental studies were necessary. Community Development prepared an
"Addendum" to ER 52-97 (the initial environmental study), on September 15, 1998 which is
required to address minor or technical project changes that do not increase the likelihood of
environmental impacts. The addendum and initial study will be reviewed as part of the
architectural review/use permit process once schematic design drawings are prepared. Therefore
no further environmental action on behalf of the City Council is necessary.

CONCURRENCES
As mentioned above, SLOCOG staff and the stakeholders group have endorsed the new concept
plan. Community Development has prepared an environmental "Addendum" to the original
environmental document.
FISCAL IMPACT
There is no fiscal impact associated with new concept plan as construction cost estimates remain
about the same as with the previous concept plan.
The City Council has approved a funding request for Transportation Enhancement Act funds for
rehabilitation of the freight building. Per SLOCOG staff, a preliminary approval of that request
has been received but the actual date of funding has not been established.

1. Direct staff to retain the previous concept plan
2. Direct staff to prepare a third concept plan
