RECOMMENDATION
Appoint Ron Batterson to a four year term to begin immediately and expire November 12, 2002,
and thank Ken Schwartz for his many years of service to the Jack House Committee.
DISCUSSION
A vacancy occurred with the appointment of Ken Schwartz to the City Council. After reviewing
the file and interviewing the Council Subcommittee is pleased to recommend Mr. Batterson for
appointment. His application is attached.

Appoint Allan Cooper to fill an unexpired term to begin immediately and end 3/31/2000; appoint
Penny Rappa to an unexpired term to begin 12/1/98 and end 3/31/2002; appoint John Fowler to
an unexpired term to begin 12/1/98 and end 3/31/99.
DISCUSSION
One position on the Planning Commission became vacant with John Ashbaugh's resignation.
With two members, Jan Howell Marx and John Ewan, seeking and winning election to the City
Council, two additional positions have become vacant. The Council Subcommittee has
interviewed some 11 candidates and is pleased to make the above recommendation.
Recommended candidate applications are attached. All others are available in the City Clerk's
Office.

Thank you for considering my application for the Planning Commission. Please let me give you the
reasons I would like to serve on the Commission and what talents and skills I believe I would bring to the
committee.
I am a Certified Public Accountant by profession. I have a B.A.in Psychology,and minor in Business.
I have lived in San Luis Obispo for the last 12 years working in the Banking and Real Estate Industry. I
am well versed in all aspects of Finance and Real Estate. Project Planning and approval process is
something I am familiar with and understand as well as zoning,densities,city budgets,infrastructure,water
issues, and affordability housing for our community.
My CPA experience has brought me in contact with a variety of business issues including,budgeting,cash
flow,cost control,employee and planning issues as well.
I have a history of service to our community. I have served as President of several non-profit boards in our
city and have encouraged my employees to do the same. I worked in the background and was instrumental
in moving the Prado Site forward for the People's Kitchen facilities.
Lastly,I have a very friendly personality and am a very good listener. I believe this is essential to this
position. A commissioner needs to be a good listener,willing to look for solution that take into account the
needs of all citizens not just a select few.I would look to our city resolutions,ordinances and staff for
direction on my votes,as well as our citizens.
Please do not dismiss or embrace my application because of my business background as some would
suggest.I understand the committee is to represent the best interest of the whole community not just a
certain group.
