ACCIDENTS DURING THE 1998 HOLIDAY SEASON CAO RECOMMENDATION Adopt resolution agreeing to participate in the SLOCOPS grant. DISCUSSION Since 1977, during the months of November and December, the 11 law enforcement agencies in the County have attempted to combine resources to make a concerted effort in the apprehension of drivers under the influence of alcohol and/or drugs to reduce both fatal and injury accidents. City and County agencies do not have the personnel or funding to undertake a full-time D.U.I. enforcement program during the holiday period. With the combined resources of all eleven agencies on 10 different dates during the holiday season, a concerted and concentrated effort can be made to decrease the number of D.U.I. drivers on the roadways. The goal of the program is to reduce D.U. I accidents by 10% during the holiday season of 1998. The California Highway Patrol (CHP), Office of Special Projects, has advised us that the SLOPCOPS grant proposal for 1998 has been approved. The City of San Luis Obispo will receive a reimbursement from SLOCOPS Project grant money for the cost associated with this program. CONCURRENCES Representatives from the other 11 law enforcement agencies in the County have expressed their support of the program. (1998 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO AUTHORIZING PARTICIPATION IN COUNTY-WIDE D.U.I. REDUTION PROGRAM DURING THE THANKSGIVING THROUGH NEW YEAR'S HOLIDAY SEASON OF 1998 WHEREAS, the City of San Luis Obispo is committed to maintaining a safe community for its residents and visitors; and WHEREAS, the City Council, along with the community, Public Safety staff, and community service organizations,will not tolerate driving under the influence; and WHEREAS, the City has limited resources to enforce driving under the influence violations; and WHEREAS, driving under the influence exacts a high toll on human life, injury, and property damage; and WHEREAS, the law enforcement agencies in San Luis Obispo County have joined together in the fight to take swift action in identifying and removing from the roadways driving under the influence violators;and WHEREAS, the State of California Office of Traffic Safety has granted funds to Californian Highway Patrol for implementation of SLOCOPS, and the California Highway Patrol is prepared to make available necessary funding to the City of San Luis Obispo; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Luis Obispo does fully recognize and commend the community and its Police Department for their continuing effort to deter, and prompt action to further reduce the number of drivers that are under the influence of alcohol and operating motor vehicles, and hereby authorizes participation in the combined County-wide law enforcement agencies' grant (SLOCOPS) to reduce driving under the influence accidents during the Thanksgiving through New Year's holiday season of 1998. I he implementation of the project will be as follows: Phase I- will consist of DUI awareness training seminars to be held twice throughout the county. The seminars will be open to all peace officers with the intent to educate and refresh officers in the recognition and apprehension of the drinking driver. This training will be conducted by a CHP Drug Recognition Expert(DRE). Phase II-deployment of roving patrols by four officers on an overtime basis from each participating agency on ten occasions of four hours duration during Friday and Saturday throughout the holiday period( November 27, 1998 through December 31, 1998),with the exception of Christmas Day. Phase III- data gathering to asses the effectiveness of the project Phase IV- completion-computer generated final report for your information. Your agencies participation in this project is contingent upon a formal contract between our Departments.
