SUBJECT: Memorandum of Agreement with the San Luis Obispo Police Staff Officers'
Association for the period of July 1, 1998, through June 30, 2000

Adopt a resolution approving the Memorandum of Agreement
DISCUSSION
The Memorandum of Agreement (MOA) between the City and the San Luis Obispo Police Staff
Officers' Association (SLOPSOA) expired on June 30, 1998 after a period of 2 years.
After receiving direction from the City Council in May of this year, the City entered into
negotiations with the SLOPSOA to develop a successor agreement. The City's negotiators were
Ann Slate, Personnel Director, and Ken Hampian, Assistant City Administrative Officer. The
Association's negotiating team consisted of Sergeant Jerry Lenthall, Lieutenant Joe Hazouri and
Lieutenant Tony Costa of the Police Department.
A tentative agreement has been reached which was ratified by the Association membership. The
agreement reflects and strengthens the continued cooperation between the Association and the
City to address issues of mutual concern in a productive manner. The following is a summary of
the significant changes and cost items included in the agreement:
Terms of the Agreement:
1. Two year contract.
2. 3% salary increase retroactive to July 1, 1998. 1.5% salary increase effective January 1,
1999. 3% salary increase effective July 1, 1999. 1.5% pay increase effective January 1,
2000.
3. Amend existing level of survivor benefits upward to Section 21574 -Fourth Level of 1959
Survivor Benefit in accordance with PERS procedures and agreement by the San Luis
Obispo Police Officers' Association (POA).
4. Upon request of either SLOPSOA or the City, negotiations will be reopened on the subject
of sick leave incentive programs and/or using portions of the above salary increase(s) to
provide for better retirement benefits in the following areas if agreed to by the POA:

• Section 213335 Retirement Annual Cost of Living Allowance Increase
• Section 21024 Military Service Credit as Public Service.
5. Effective with the ratification of this agreement, newly hired/promoted employees shall be
placed in salary ranges containing a new lower step which shall be 95% of the existing Step
1. Concurrently step advancement rules shall be changed so that the eligibility for all step
advancement shall occur at twelve month intervals subject to other City rules and
regulations.
6. The city shall discontinue providing long term disability insurance for employees of this
unit.
FISCAL IlNAPACT
The cost of this agreement is approximately $38,000 in actual costs for Year 1 and $44,000 for.
Year 2 for a total of$82,000. Funding is available in the existing fund balances for FY 98-99.
Funds will be appropriated in FY 99-2000 as part of the next two year financial planning process
in accordance with the agreement.
ALTERNATIVES
Do not approve the resolution and direct staff to negotiate a different successor agreement. This
alternative is not recommended as the agreement is consistent with the Council's previous
direction and the City's employer-employee relations policies.

ADOPTING AND RATIFYING THE MEMORANDUM OF AGREEMENT
BETWEEN THE CITY OF SAN LUIS OBISPO AND THE SAN LUIS OBISPO
POLICE STAFF OFFICERS'ASSOCIATION FOR THE PERIOD OF JULY 10 1998 -
JUNE 30,2000
BE IT RESOLVED by the Council of the City of San Luis Obispo as follows:
SECTION 1. The Memorandum of Agreement between the City of San Luis Obispo and
the San Luis Obispo Police Staff Officers'Association(SLOPSOA), attached hereto as exhibit
"A" and incorporated herein by this reference,is hereby adopted and ratified.
SECTION 2. The Finance Director shall adjust the Personnel Services appropriation
accounts to reflect the negotiated compensation changes.
SECTION 3. The City Clerk shall famish a copy of this resolution and a copy of the
executed Memorandum of Agreement approved by it to: Joe Hazouri, SLOPSOA President and
Ann Slate,Personnel Director.
