DISCUSSION Background A cable television franchise agreement was finalized with Sonic Cable Television in 1995. It stipulated that Sonic would provide the City with the capability to broadcast live public meetings from the Council Chambers and the Library Community Room, at no cost to the City. About a year ago, City staff began working with Sonic to explore how best to fulfill this requirement. Due to the impending transfer of the cable franchise from Sonic Cable to Charter Communications in May, 1998,the parties agreed that the City would take control of the project. Sonic, in turn, agreed to provide the City with a fixed sum of money, totaling $100,000, for this purpose. As part of the transfer agreement, Charter Communication has paid the City an additional $20,000 which can also be used for equipment needed in this project. Desi Work for Installation of Broadcast System Design work for bidding the installation of the live broadcast video system in the Council Chambers and City Library is in the planning stages. In order to provide a concise specification for the upcoming Request for Proposals for this work, the City has retained the services of the Buske Group for design and project management services. The Buske Group provided technical expertise to the City during recent negotiations related to the transfer of the franchise from Sonic Cable to Charter Communications and is familiar with the franchise requirements for the required video system. On September 9, 1998, the Buske Group completed a site visit to gather information necessary to draft a system design for installation of an integrated control center for cameras, microphones and multi-media components. They will be returning on Friday, November 13th for a multi- f - I Council Agenda Report-Broadcast Capability from the Council Chambers Page 2 phased follow-up visit to the City. The morning will be spent with City staff,followed by a noon meeting with City staff, representatives from Charter Communications and from Xing Technology, a local video streaming manufacturer. Outcomes from these meetings will be shared with the Council during the afternoon Study Session. The purpose of the Study Session will be two-fold. First, staff wants to insure that the Council has a good understanding of the project and its outcomes, including the possible need to undertake some limited remodeling of City Hall to provide space to house the video equipment and an operator. Second,performance options and the quality of the video cameras selected will have a significant impact on the cost of the project. The consultants will demonstrate, for the Council and staff, the capabilities of different cameras under varied lighting conditions, which will help us make an informed decision on this issue. FISCAL IIVIPACT The City currently has a total of$120,000,provided by the cable operators,to fimd this project. - a
