CAO RECOMMENDATION: Establish a subcommittee consisting of Council members Romero and Schwartz. DISCUSSION Simon. City staff is working with a consultant, Crawford Multari Clark and Associates, to prepare an enhancement plan for the mid-Higuera Street area. The purpose of the plan is to improve compatibility among the area's different land uses, improve traffic circulation, improve the area's appearance and economic vitality, and address flooding and creek preservation issues. The plan will serve as a guide for future land use decisions, set standards for new development and suggest public facilities and opportunities for private reinvestment. The consultant has held two public workshops, conducted a survey of area businesses and residents and evaluated traffic and circulation, visuaUhistoric resources, creek resources, and land use as a basis for the area plan. A preliminary concept plan has been prepared showing possible traffic improvements and land uses. Before proceeding to the nem design/planning phase, staff and the consultant believe it would be helpful to have some informal preliminary feedback on the evolving concepts. At this stage, key planning issues focus on urban design, street circulation, creek and land use issues. Because of his work on the Downtown Physical Plan and background on these issues, staff suggests that Council member Schwartz would be appropriate to serve, if available, on the subcommittee. Likewise, Council member Romero has substantial experience with the traffic and drainage issues in the planning area and would also be a logical candidate for the sub- committee. Staff anticipates that the subcommittee would meet briefly with staff and the consultant once a month, starting in December, and meet over the next 2 or 3 months while the Mid-Higuera Enhancement Plan is being developed. The draft plan will begin public review this Spring, with public hearings before the Planning Commission, Architectural Review Commission and then to the City Council for final action. nijm/L.:h1E EP.cm= C6-!
