HomeMy WebLinkAbout01/19/1999, C3 - CHANGE OF HUMAN RELATIONS COMMISSION APPOINTMENT DATESFROM: Paul LeSage, Director of Parks and Recreation op— Prepared By: Amy Carlson, Recreation Coordinator I SUBJECT: CHANGE OF HUMAN RELATIONS COMMISSION APPOINTMENT DATES CAO RECOMMENDATION By resolution, change the date of commissioner appointment for the Human Relations Commission from April 1 to October 1. DISCUSSION Background: One of the primary functions of the Human Relations Commission (HRC), is the annual review, and subsequent award of funding, to non - profit agencies through the Grants -In -Aid process. This process is conducted from December through June each year. The April 1 appointment period for filling vacancies on the Human Relations Commission brings new commissioners in during the middle of the Grants -In -Aid process. The actual review and recommendations by the members of the HRC of the Grants -In -Aid applications takes place from February through June. New commissioners beginning in April are at an extreme disadvantage by not having any historical background on the purpose, process, or direction of the Grants -In -Aid process for the current funding year. Moving the appointments to October 1 provides new commissioners an opportunity to become acquainted with the Grants -In -Aid process as it develops annually. By recommendation time in March, commissioners have had the opportunity to experience the entire process and can effectively participate and contribute in the Grants -In -Aid process. CONCURRENCES: The Human Relations Commission concurs with this recommendation. FISCAL EWFACT There is no fiscal impact. ATTACHMENT 1. (1999 Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING THE REVISION OF THE BYLAWS OF THE HUMAN RELATIONS COMMISSION CHANGING THE DATE OF APPOINTMENT WHEREAS, the current bylaw ARTICLE 2. TERMS OF OFFICE states "Commissioners shall be appointed... commencing on April 1..." conflicts with the annual Grants -In -Aid process of the Human Relations Commission; and WHEREAS, the Human Relations Commission recommends a more effective date of appointment would be October 1; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo that the appointment date for filling vacancies on the Human Relations Commission is October 1.
