SUBJECT: NAMING
CAO RECOMMENDATION
By motion, name the trail, as noted in Attachment 1, the Felsman Loop Trail.
DISCUSSION
Background
City policy states that upon recommendation of the Parks and Recreation Commission, the City
Council can make appropriate namings of recreational facilities.
Such a naming is appropriate for a portion of the Bishop Peak Trail (see Attachment 1).
Gary Felsman has been involved in constructing trails on Bishop Peak since the City acquired the
property in 1995. Under his leadership, the trail from Patricia Street to the top of the Ferrini Ranch
was installed in 1996. He has lead work parties that connected the Ferrini Ranch to the recently -
acquired Bunnell property, creating the Loop Trail. Gary also built pedestrian gates and even a
stream crossing. It is not unusual to find him on Bishop Peak doing trail improvements, even
during his lunch hour.
Additionally, Gary chaired the Sierra Club fundraising project that donated $50,000 toward the
purchase of the Bunnell property. That funding was key in leveraging grants from other agencies
that provided a major portion of the purchase price.
Gary is an individual who genuinely loves trails. He has probably been involved in constructing
every significant trail in this area. Without his efforts, the public could not enjoy the Bishop Peak
Natural Reserve as they are now able to do.
CONCURRENCES.
The Parks and Recreation Commission unanimously endorsed this action at their December 2,
1998, meeting.
The Natural Resources Manager concurs with this recommendation.
