CAO RECOMMENDATIONS:
1. Approve plans and specifications for the 1999 Street Microsurfacing Project, Specification
No. 90007.
2. Authorize staff to advertise for bids.
3. Authorize the CAO to award the contract if the lowest responsible bid is within the project
budget of$506,000.
DISCUSSION
The City Council adopted the City's Pavement Management Plan(PMP) on April 14, 1998. One
key objective of the PMP is to divide the city into eight maintenance areas and then each year
focus on pavement maintenance within one of these eight areas.
PMP policy states that maintenance planned for any street should be based on the condition of
that street and the budget available. Typically, an annual rehabilitation project consists of
reconstructing or resurfacing selected streets within the scheduled maintenance area An annual
microsurfacing project should then reseal all remaining streets within the maintenance area
Maintenance Area 2 is scheduled for 1999. The attached listing and map show all the streets
included in the proposed project.
This project is similar to the 1998 microsurfacing project but with a few key changes.
Specifications have been modified to include more stringent inspection requirements for the
quality of the asphalt mix used in the microsurfacing. Furthermore, provisions have also been
added to the specifications that will result in the permanent thermoplastic pavement striping and
markings to be applied to the pavement within a shorter period of time following the placement
of the microsurface. Lastly, and perhaps most important, construction will be scheduled during
the summer instead of the late fall as was the case with the 1998 project
It is critical that this project be bid in the early spring. First, it is highly preferable to place
microsurfacing in the summer and early fall. As Council will remember, the last project was
applied in late November and early December. Not only is this the height of the holiday
shopping season, but the days are short and the newly surfaced streets are very dark at night
(which comes early) until striping is applied. Furthermore, the quality of the microsurface is

somewhat dependent on the temperature of the air and the pavement to which it is applied. The
results tend to be considerably better when the microsurface is applied during warmer weather.
Lastly,there are only two.known contractors in California that perform microsurfacing work,and
their schedules for summer and early fall will be filling up quickly.
As discussed above, there were a few problems associated with last year's Area 1 project. This
resulted in one street in particular, Mill Street from Santa Rosa to California, now having a
substandard microsurface. For this reason, that portion of Mill Street will be included in the
1999 project to correct the situation. Two other streets which are also in Area 1, California
Boulevard from Taft to Marsh, and Johnson Avenue from Buchon to Bishop, have also been
added to this year's microsurfacing project because of budget restraints which would not allow
them to be included in the street rehabilitation project.
CONCURRENCES
A Notice of Exemption was filed and approved by the Community Development Department for
environmental clearance.
FISCAL IMPACT
Contract Award and Budget Availability
Resource requirements: Under the pavement management plan, we should spend about
$458,000 annually for sealing (which is budgeted as an operating program expenditure); and
about $1.5 million annually for resurfacing/reconstruction (which is budgeted as a CIP project).
This is the level budgeted for 1998-99, and will be the proposed level for the 1999-01 Financial
Plan.
Work schedule and budget. As discussed above, work under this contract will not begin until
July or August. However, in order to ensure contractor availability, we plan to award this
contract in April, which is before the Council will have formally adopted the budget for 1999-00.
While it is technically possible that complications could arise between the budget the Council
ultimately adopts for 1999-00 and the contract amount, we do not believe this is likely for two
reasons:
Under the pavement management plan, maintenance (sealing) is a higher priority than
resurfacing/reconstruction. As such, if the Council ultimately decides to fund pavement work
at a lower level than set forth in the pavement management plan, reductions should come
from resurfacing/reconstruction, not sealing.
The City's bid terms provide significant flexibility in reducing or expanding the scope of work
after contract award. As such, should the Council appropriate less than $458,000 for sealing,
we would simply amend the contract. However, as noted above,this is highly unlikely, since
any potential reductions should come from resurfacing/reconstruction,not sealing.
In summary, this approach ensures contractor availability for the summer,and better matches

appropriations with expenditures. While there is a remote potential for a budget conflict,we
believe this is highly unlikely for the reasons discussed above.
Funding
We are recommending a$506,000 program.for 1999, summarized as follows:
Engineer's estimate 481,800
Contingency of 5% 24.200
Total $506,000
As discussed above,the proposed work for 1999 includes all of Area 2 as well as some extra
work in Area 1. For this reason,the 1999 program will be larger than the annual target of
$458,000. This will be funded as follows:
1999-00 sealing budget 458,000
Balance remaining from 1998-99 sealing budget 48,000
Total $506,000
Base contract quantities are tailored to the budget available and should cover microsurfacing of
about 16 street kilometers. Consequently, the engineer's estimate is very close to the budget
available. If unit prices are higher or lower than expected, contract amounts will be adjusted
accordingly. .
