SUBJECT: COLLABORATION WITH SAN LUIS COASTAL UNIFIED SCHOOL
DISTRICT FOR GRANT APPLICATION SUBMITTAL
CAO RECOMMENDATION
Adopt a resolution granting approval for the City of San Luis Obispo to collaborate with San
Luis Coastal Unified School District in submitting a grant application to the After School
Learning and Safe Neighborhoods Partnerships Program.
DISCUSSION
Background
The Parks and Recreation Department operates the Sun `N Fun Before and After School Child
Care Program at five elementary schools throughout the City. Activities for the program consist
primarily of arts and crafts, competitive and non-competitive games, sports, snack, homework
assistance, transitions and circle time. In two recent surveys, one conducted by the Children's
Services Section of the Parks and Recreation Department and the other by the SLO Local Child
Care Planning Council, parents indicated that they would like to see expanded after school
enrichment programs and additional support for homework completion.
The State of California After School Learning and Safe Neighborhoods Partnerships Program
(SB 1756/AB 1428/AB2284) funds the establishment of local after school enrichment activities.
It is designed to support local programs which partner schools with communities to provide
academic and literacy support and safe, constructive alternatives (i.e. recreation activities) for
students in the kindergarten through ninth grades. For grant applications to be successful,
program planning must consist of a collaborative process that involves parents, youth, and
representatives of ,participating school sites, governmental agencies, such as city parks,
recreation and law enforcement agencies, community organizations, and the private sector.
Maximum grant funding for one school year is limited to $5 per student per day or $75,000 per
school site per year. Grants may be extended for three years.
Recently the City's Parks and Recreation and Police Departments were approached by San Luis
Coastal Unified School District (SLCUSD) to partner on a grant application with Hawthorne
Elementary School. Request for collaboration was for the City to serve as an in-kind contributor
as identified in the grant application for the After School Learning and Safe Neighborhoods
Partnerships Program. If received, funding from the grant would develop classes ranging from
reading, math and computer classes to dance, "Glee Club" and drug resistance activities. The

children in the neighborhood as well as the children in the City's child care program would
benefit from expanded opportunities to participate in new and supportive after-school enrichment
programs located at the school site.
The grant application is due March 2, 1999. Although specific details of the grant will be
determined during the month of February, the following outline describes preliminary
discussions occurring subsequent to the agenda report:
• School District to serve as lead agency in the preparation, submission and eventual
administration of grant, with City Parks and Recreation Department and Police
Department serving as collaborating agencies in terms of in-kind matching
requirements and program participation.
• In-kind matching requirements from the City to consist of staff support subsequent to
and during the life of the grant through the incorporation of a drug and gang
resistance program and leadership roles for homework assistance club. Staffing to
support the program already exists and requires no additional or new budgetary
considerations.
• Program will supplement, not supplant the existing Before and After School Child
Care Program at Hawthorne. Children from the Child Care program will participate
freely in the enrichment activities offered through the grant.
• City child care staff will receive training through the grant to provide homework
assistance consistent with proven teaching strategies.
The concept of working cooperatively with the School District has been encouraged by City
Council both currently and in the past. The S.T.A.R. (Students Taking Active Responsibility)
and Jr. Giants programs are joint ventures between SLCUSD and the City Departments of Police
and Parks and Recreation. Recently Council approved a cooperative purchasing agreement with
the School District for the purchase of food and food related supplies for our child care programs
and Golf Course Enterprise. The Joint Use Agreement of school district property again
illustrates this cooperative relationship. Approval to work cooperatively with the School District
on this grant would further this prevailing philosophy.
CONCURRENCES
This action is consistent with Goal 1.40.9 of the Parks & Recreation Element/Master Plan that
states "Parks & Recreation facilities and activities should be developed whenever possible as
collaborative efforts with school districts, colleges, private entities, and non-profit
organizations."
On January 14, 1999, the SLCUSD Cabinet, which is comprised of the Superintendent of
Schools, the two Assistant Superintendents and representatives from throughout the school
district, reviewed the request by Hawthorne Elementary School staff and gave unanimous
approval to submit a grant application.

The Chief of Police has been contacted by both the Principal of Hawthorne Elementary School
and the Director of Parks and Recreation and conceptually supports the project.
FISCAL IMPACT
There is no direct fiscal impact associated with the grant. Financial support comes from in-kind
contributions including use of the existing DARE program and associated staff, child care staff
support in terms of homework assistance leadership roles and administrative consultant services
for grant submittal. These in-kind donations will be used to match requested grant funding.
ALTERNATIVES
Deny approval to collaborate on grant. The School District will move forward with the grant
process without the involvement of the City. The resultant program could greatly effect the need
for and/or displace our existing Sun `N Fun program at Hawthorne. At the end of the three year
grant cycle, the new program would end, child care would be needed again and our involvement
on campus at that point could be greatly diminished, thus requiring new start up funds.

DISTRICT TO SUBMIT A GRANT APPLICATION TO THE AFTER SCHOOL
LEARNING AND SAFE NEIGHBORHOODS PARTNERSHIPS PROGRAM
WHEREAS, parents of children in the City's Before and After School Child Care
program have indicated they would like to have expanded after school enrichment programs;and
WHEREAS, the State of California has made funds available for enrichment activities
through the After School Learning and Safe Neighborhoods Partnerships Program; and
WHEREAS, the San Luis Coastal Unified School District has requested partnering with
the Parks and Recreation and Police Departments for grant application purposes; and
WHEREAS, the City's children and families would benefit from the activities of the
grant.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. That the City Council hereby grants approval for the City of San Luis
Obispo Parks and Recreation and Police Departments to collaborate with San Luis Coastal
Unified School District in submitting a grant application to the After School Learning and Safe
Neighborhoods Partnership Program.
