Gardiner, Chief of Police Prepared By: Kathe Kleiman,Administrative Secretary SUBJECT: GRANT AUTHORIZATION TO THE CHIEF OF POLICE TO SIGN THE SLOCOPS GRANT AGREEMENT ON BEHALF OF THE CITY. CAO RECOMMENDATION Adopt resolution authorizing the Chief of Police to sign the San Luis Obispo County Plays It Safe (SLOCOPS) grant agreement on behalf of the City for release of grant funds from SLOCOPS. DISCUSSION In November 1998, Council adopted a resolution authorizing the San Luis Obispo Police Department to participate in a County-wide holiday DUI reduction program. Funding for the additional holiday enforcement is provided by the State of California Office of Traffic Safety through the SLOCOPS grant. The California Highway Patrol (CHP), Office of Special Projects, has advised us that the SLOPCOPS grant proposal for 1998 was approved. However, the CHP Contract Management Unit is now requesting a resolution or document indicating that the Chief of Police is authorized on behalf of the organization to sign the grant agreement. After this resolution is adopted, the City of San Luis Obispo will receive reimbursement from the SLOCOPS Project grant money for the cost associated with the DUI reduction program. FISCAL EMPACT The City of San Luis Obispo will receive reimbursement from SLOCOPS Project grant money in the amount of$8,517. Attachments 1. Proposed Resolution 2. (1999 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO AUTHORIZING THE CHIEF OF POLICE TO SIGN AS AGENT FOR THE CITY REGARDING THE SLOCOPS GRANT. WHEREAS, the City of San Luis Obispo is committed to maintaining a safe community for its residents and visitors; and WHEREAS, on November 10, 1998, the City Council adopted resolution number 8870 authorizing the Police Department to participate in a County-wide holiday DUI reduction program; and WHEREAS, the State of California Office of Traffic Safety has granted funds to California Highway Patrol (CHP) for implementation of San Luis Obispo County Plays It Safe (SLOCOPS), and the California Highway Patrol is prepared to approved necessary funding to the City of San Luis Obispo; and WHEREAS, the CHP Contract Management Unit requires documentation from the City Council authorizing the Chief of Police to sign on behalf of the City for this grant; and WHEREAS, throughout the entire grant application process, the Chief of Police has been authorized on behalf of the City of San Luis Obispo to sign as its agent for this grant; and WHEREAS, the CHP has agreed to make available necessary funds to the City of San Luis Obispo after receiving appropriate documentation indicating the Chief of Police is authorized to sign for this grant; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Luis Obispo does fully recognize and commend the Police Department for their continuing effort to reduce the number of drivers that are under the influence of alcohol and operating motor vehicles, and hereby authorizes the Chief of Police on behalf of the City to sign as its agent for the DUI enforcement SLOCOPS grant. REDUTION PROGRAM DURING THE THANKSGIVING THROUGH NEW YEAR'S HOLIDAY SEASON OF 1998 WHEREAS, the City of San Luis Obispo is committed to maintaining a safe community for its residents and visitors; and WHEREAS, the City Council, along with the community, Public Safety sta$ and community service organizations,will not tolerate driving under the influence;and WHEREAS, the City has limited resources to enforce driving under the influence violations;and WHEREAS, driving under the influence exacts a high toll on human life, injury, and property damage;and WHEREAS, the law enforcement agencies in San Luis Obispo County have joined together in the fight to take swift action in identifying and removing from the roadways driving . under the influence violators;and WHEREAS, the State of California Office of Traffic Safety has granted fiords to Californian Highway Patrol for implementation of SLOCOPS, and the California Highway Patrol is prepared to make available necessary funding to the City of San Luis Obispo; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Luis Obispo does fully recognize and commend the community and its Police Department for their continuing effort to deter, and prompt action to further reduce.the number of drivers that are under the influence of alcohol and operating motor vehicles, and hereby authorizes participation in the combined County-wide law enforcement agencies' grant (SLOCOPS) to reduce driving under the influence accidents during the Thanksgiving through New Year's holiday season of 1998.
