SUBJECT: AMENDMENT TO THE BRIZZOLARA STREET SOUND WALL
FEASIBILITY STUDY BUDGET AND PROVISION OF A
SUPPLEMENTARY GENERAL FUND APPROPRIATION.
CAO RECOMMENDATION By motion,increase the budget for this project from $25,000
to $30,000 and approve the requisite $5,000 supplementary
appropriation from the General Fund.
DISCUSSION
On January 5, 1999,the City Council set$25,000 as the budget for this project,directed the Public
Works Department to negotiate directly with a qualified consultant for the completion of the
desired work, and authorized the CAO to execute a contract with a consultant to do the work if
consultant costs were within budget.
On January 9, 1999, the Public Works Department distributed summary Request for Proposals
(RFPs) to consultant firms and the project was advertised. Consultant proposals were due on
Monday,February 1, 1999.
The Public Works Department received one proposal from a qualified Consultant Team—a copy of
the proposal and the City's RFP are available for review in the City Council Office. The
consultants propose to prepare the feasibility study for $27,000 which is over budget. We believe
that the consultant's costs are justified,given the increasing notoriety of this project and the need to
coordinate activities with Caltrans and neighborhood interests.
Staff also notes, that there may be the need for additional consultant services depending on the
Council's and public's response to the initial report. Therefore,we suggest that the project budget
be expanded to$30,000 with$27,000 for initial consultant services and$3,000 for contingencies.
FISCAL IMPACT
An additional $5,000 appropriation from the General Fund is required. The General Fund has
sufficient money to meet this request and still retain its minimum policy balance.
ALTERNATIVES
The Council may direct staff to further negotiate a lower price with the Consultant and/or scale
back consultant services. Or the Council may abandon the project.
