HomeMy WebLinkAbout04/06/1999, C7 - DESIGN SERVICES BUDGET FOR THE RAILROAD TRANSPORTATION CENTER AND PHASE II BIKE PATH PROJECTS council aGEnba uEpom CITY OF SAN LUIS 0 B I S P 0 FROM: Michael McCluskey,Director of Public Works Prepared By: Terry Sanville,Principal Transportation Planner-(S SUBJECT: Design services budget for the Railroad Transportation Center and Phase Il Bike Path projects CAO RECOMMENDATION: Increase the budget for design services for the Railroad Transportation Center and Phase II Bike Path projects from $90,000 to $103,000 and authorize the Mayor to sign a Consultant Services Agreement with Boyle Engineering Corporation to complete the work DISCUSSION On January 5, 1999, the City Council authorized the Public Works staff to distribute an RFP for consultant services to design the Railroad Transportation Center and Phase II of the Railroad Bike Path. The Council authorized the CAO to award a contract to the selected consultant, if the cost of consultant services is within the engineer's estimate of$90,000. The Public Works Department received two consultant proposals for this project, one from Boyle Engineering Corporation and another from RRM Design Group. A selection committee carefully reviewed each proposal and determined that Boyle Engineering should be hired for this project Boyle's initial cost estimate for design services was$91,256. Staff carefully reviewed Boyle's work program and cost proposal and determined that changes to their initial proposal were necessary to cover all aspects of the required work, including soils studies. Boyle revised their initial work program and cost proposal which now totals $98,386. Staff recommends that a 5% contingency factor be included for this project, bringing the total project budget to$103,000. FISCAL EKPACT The cost of design services for these projects will come from State grant finding (SHA dollars and/or Proposition 116 dollars). The total available grant finding for all aspects of these two projects(land acquisition,design and conshvction)is$2,098,000. WHEREAS,pursuant to said request,Consultant submitted a proposal which was accepted by City for said design consulting services. NOW THEREFORE, in consideration of their mutual promises, obligations, and covenants hereinafter contained,the patties hereto agree as follows: 1. TERM. The term of this Agreement shall be from the date of this Agreement is made and entered,as fast written above,mail acceptance or completion of said services. 2. INCORPORATION BY REFERENCE. City Specification No. 9059a and Consultant's revised Work Program(dated Match 19, 1999),Preliminary Project Schedule and Consultant Fee Schedule (Dated March 22, 1999)are hereby incorporated in and made a part of this Agreement 3. CITY'S OBLIGATIONS. For providing design consulting services as specified in this Agreement,City will Pay and Consultant shall receive therefor compensation in total stmt not to exceed$98,386.00. Payments are to based upon the acetal project billing as submitted by Consultant no more frequently than once every thirty(30)days. 4. CONSULTANT'S OBLIGATIONS. For and in consideration of the payments and agreements hereinbefore mentioned to be made and performed by City, Consultant agrees with City to do everything required by this Agreement and the said specification attached hereto and incorporated into this Agreement. 5. AMENDMENTS. Any amendment,modification,or variation from the tams of this Agreement shall be in writing and shall be effective only upon approval by the Council or the City Administrative Officer of the City. 6. COMPLETE AGREEMENT. This written Agreement, including all writings specifically C7-3 incorporated herein by reference, sball constitute the complete agreement between the parties hereto. No oral agreement,understanding, or representation not reduced to writing and specifically incorporated herein sball be of any force or effect,nor shall any such oral agreement,understanding,or representation be binding upon the parties hereto. 7. NOTICE. Funding allocation for a ten year test-use of natural gas to power the busses at the San Simeon State Historical Park(Hearst Castle). The district allocation of $106,000 will be used to seed a request for additional funding of$268,000. The money will come from reserves, and be paid down to a total outlay of approximately $48,000. The total project cost is over one million dollars, and will contribute to a substantial drop in PM10 and 26 tons of NOx(oxides of nitrogen). While it concerned several Board members that we were being asked to use local funds to help a State project, it was seen as a wise investment, which would not happen otherwise, and would benefit the County greatly. The primary funding will come from the MOVER program. JE:ss mcmomnoum April 5, 1999 TO: Council Colleagues FROM: John Ewan SUBJECT: Job Well Done I attended the Sinsheimer Elementary School Career Day on March 26. The day was well planned and included a variety of careers—from garbage trucks crushing old washing machines to a newly elected council member. Among the presenters were our own Firefighter Matt Lipson and DARE Officer Sean Gillham. Both did an outstanding job of informing the students—Matt with a ladder truck and displays, and Sean with an excellent talk on personal safety. I would like to thank the Police and Fire Departments, and their representatives for the time spent in outreach to the community.
