SUBJECT: OPERATIONAL IMPROVEMENTS TO ROUTE 227
(SOUTH STREET)BETWEEN HIGUERA AND BEEBEE
STREETS.
CAO RECOMMENDATION Authorize the CAO to execute a cooperative agreement with
CalTrans to provide funding assistance to widen the segment
of South Street (State Route 227) with the amount not to
exceed$50,000.
DISCUSSION
CalTrans District 5 wants to pursue state funding (Minor "A" Program) to make operational
changes to the segment of Route 227(South Street)between Higuera and Beebee Streets. Caltrans
estimates the total project cost will be $180,000 and is requesting that the City contribute$50,000
toward the construction of the new curb,gutter and sidewalk(about 28%of the total project cost).
This project would be designed by CalTrans staff and constructed under their supervision.
CalTrans has indicated that construction would be programmed for Fiscal Year 2001-2002,which
is the third year of the City's upcoming Capital Improvement Program(CIP).
Staff believes that financial participation is warranted because it will complete pedestrian and
bicycle lane connections across this busy street segment and.improve local traffic flow, all which
benefit local residents. Also, City financial participation may enable CalTrans to more easily
secure Minor"A"funding.
This project is described in the attached letter from Mr. Nevin Sams of CalTrans Traffic
Department and is shown in preliminary form on the attached copy of CalTran's plan sheet. This
project is consistent with the City's Circulation Element (which designates this section of South
Street as an "Arterial" road), with pedestrian policies contained within the element , and with the
Bicycle TransportationPlan.
FISCAL IMPACT
$50,000 would be the City's contribution. The City may decide to earmark$50,000 of its general
sidewalk construction funds (draft CIP currently earmarks $100,000 for FY 2001-02). Other
funding sources might also contribute such as the Minor Project Fund for bicycle and pedestrian
improvements(draft CIP currently earmarks$60,000 for FY2001-02 using state grant funding). Or
the City could appropriate$50,000 from its unappropriated fund balance that would be targeted for
this particular project.

This memo is regarding a proposed traffic operational improvement project on South St (Route 227)in the City
of San Luis Obispo from the intersection of South Higuera St. to approximately 800 feet east of Beebe St. The
post mile limits are from R12.9 to R13.7.
This project will improve traMe lane geometries by eliminating the jog in the existing alignment for eastbound
traffic. It will also provide left turn channeliration at Parker St. and Beebe St. Two way left turn
channelizadon will interconnect the left turn channelizations. Minor widening will be necessary on the south
side of South Street between Higuera and Parker St. to provide for 5 ft. bicycle lanes and 11 to 12 ft traffic
lanes• Concrete sidewalks will be constructed on the south side of South Street which will enhance pedestrian
safety. The preliminary estimated cost for this project is$180,000. $30,000 has been provided for right-of-way
acquisition and relocation expenses. $30,000 has also been provided for necessary utility relocation and
possible high pressure gas line relocation.
It is proposed that the City of San Luis Obispo provide funding for new sidewalk, curb and gutter construction
on the south side of South St. This cost is estimated to be $50,000. A cooperative agreement for this project
will be necessary.
