SUBJECT: APPOINTMENTS TO THE PERFORMING ARTS CENTER ART
ADVISORY COMMITTEE
CAO RECOMMENDATION
Reappoint Wilda Rosene and appoint Dick DeLong to be the City's representatives to the
Performing Arts Center Art Advisory Committee.
DISCUSSION
The Performing Arts Center (PAC) Art Advisory Committee was established to review proposed
policy pertaining to visual art exhibitions and other related programs and activities in the PAC, and
to evaluate proposed art acquisitions for the purpose of permanent display on the grounds or within
the PAC itself. The City, the Foundation for the Perfomung Arts Center(FPAC) and Cal Poly are
all responsible for making appointments to the Committee, with the City and FPAC both having
two representatives and Cal Poly six representatives.
On January 1, 1998, the City Council appointed Wilda Rosene to complete a term on the
Committee. That term is set to expire on June 30, 1999. Ms. Rosene has indicated her willingness
to serve an additional term until June 30, 2002, and we are recommending that this reappointment
be made.
The City's second representative, Carol Dunn, has notified us that she will be unable to complete
her term, which expires June 30, 2000, as she is moving out of the area. The San Luis Obispo Art
Center and the San Luis Obispo County Arts Council were asked if they would like to nominate a
replacement for Ms. Dunn. They have proposed Richard DeLong to complete her term.

RICHARD B. DE LONG
Dick completed a 30-plus year career in city management, most recently as City
Manager in San Mateo. He retired from the City Management profession in 1990 and
moved to San Luis Obispo with his wife Eddie in 1992. He has attended art classes at
both Cuesta and Cal Poly and travels extensively. He now uses his love for art and
photography regularly in his new career, drawing and painting
Prior to coming here he served as Vice Chairman of the San Mateo County Arts
Commission. Since coming to San Luis Obispo, he served two terms as President of
the San Luis Obispo County Arts Council and as Chairman of the Art Council's Art in
Public Places Committee.
In 1998, he was commissioned to paint a mural for the League of California Cities
commemorating their 100th Anniversary. The mural was presented at the League's
annual conference in Long Beach last October and attendees were resented with
copies as posters.
Earlier this year, he Chaired the one day conference on Public Art funded by the City of
San Luis Obispo and co-sponsored by the County Arts Council.
He is a strong advocate for art in public places and believes deeply in public art's ability
to further enhance and improve the quality of life in the cities of the Central Coast.
