HomeMy WebLinkAbout06/01/1999, C4 - APPLICATION TO CALIFORNIA GREENWAYS CREATIVE GRANTS PROGRAM council mm" Dv (4_,1 5 j acjcnba Repopm CITY O F SAN LUIS O B I S P o FROM: Paul LeSage, Parks & Recreation Director Prepared By: Kathy Mills, Recreation Manager H SUBJECT: APPLICATION TO CALIFORNIA GREENWAYS CREATIVE GRANTS PROGRAM CAO RECOMMENDATION Adopt a resolution granting approval for the City of San Luis Obispo to submit a grant application for parking area and trail enhancement on the Maino Open Space Property to the California Greenways Creative Grants Program. DISCUSSION The California Greenways Creative Grants Program, a partnership project of the Conservation Fund and the California Trails and Greenways Foundation, provides small grants to stimulate the planning and design of greenways communities throughout California. Maximum grant awards are limited to $2500 but usually are allocated in $500 to $1000 increments. Program goals are designed to: • develop new, creative action-oriented greenway and trail projects • assist grassroots greenways organizations • leverage additional money for conservation and greenway development and acquisition • recognize and encourage greenway proponents and organizations With a request for $2500, staff is identifying enhancement of the parking area which provides hikers with a take off point for several trails, and trail improvement to the Historical Lemon Grove vista on City owned open space located on Cerro San Luis as ideal projects for this grant. The parking lot is currently a dirt, pot holed area surrounded with poison oak. Corrections tothe area would constitute filling in and leveling the take off point and controlling the ous spread of poison oak. Trail access is currently a cow path which takes hikers to the 80 year old Lemon Grove, a popular weekend day outing for San Luis Obispo residents circa 1910. Once at the Lemon Grove, hikers are greeted by a spectacular view and the quaint ambiance created by a natural spring, lemon trees and a flat vista perfect for a day hike picnic. This action is consistent with the following goals of the Parks and Recreation Element/Master Plan that states: Policy 2.25.1 Parks shall be maintained in such a manner that priority will be given to the preservation of the natural beauty and safe use of the land within the system. Goal 4.20.4 - Policy - The Parks and Recreation Department shall strive to develop corporate sponsorship, adopt-a-park, or activity support, as alternatives to general fund monies. FISCAL IMPACT There is no direct fiscal impact associated with the grant. Financial support comes from in-kind contributions including the use of existing staff. ALTERNATIVES Deny approval to apply for grant funds. Park Ranger Service will continue to work at trail improvement as time out from regular patrolling and maintenance responsibilities permits and the success of securing volunteer assistance with trail maintenance and preparation is secured. (1999 Serieb) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO AUTHORIZING STAFF TO SUBMIT A GRANT APPLICATION TO THE CALIFORNIA GREENWAYS CREATIVE GRANTS PROGRAM WHEREAS,the City of San Luis Obispo owns Open Space on Cerro San Luis; and WHEREAS,the parking lot and trails accessing this area are in need of improvement; and WHEREAS, the California Greenways Creative Grants Program is making funding available for community projects; NOW, THEREFORE,BE IT RESOLVED by the Council of the City of San Luis Obispo that staff is authorized to submit a grant application to the California Greenways Creative Grants Program.
