SUBJECT: Water and Sewer Improvement Project: Johnson Ave. -Ella to Southwood,
Ella Street-Johnson to Fixilini,Specification No.99220
CAO RECOMMENDATION:
1. Approve plans and specifications for"Water and Sewer Improvement Project: Johnson Ave.
-Ella to Southwood, Ella Street-Johnson to Fixilini, Specification No. 99220"
2. Authorize staff to advertise for bids.
3. Authorize the CAO to award the construction contract if the accepted bid plus contingencies
is within the Engineer's Estimate.
DISCUSSION:
This project is part of the City's ongoing program to replace waterlines to ensure reliable service .
and minimize maintenance and emergency repairs. The projects are prioritized based on
maintenance history combined with other factors such as other work occurring in the area. This
project includes the replacement of 1,930 meters of water main in Johnson Avenue. This 48
year old waterline has outlived its useful life requiring numerous repairs over the recent years.
In addition, this project includes a new sewerline installed in Ella street between Johnson and
Fixilini. This portion of the project will install a sewer main in Ella Street,where one currently
does not exist Residents with frontage along Ella Street have laterals that go out into the street,
then run down to Johnson Avenue. The current situation is undesirable because sewer laterals
are owned by each property owner, and as private facilities, they do not get marked in response
to calls to USA (Underground Service Alert). The new sewer main will tie in to a main in
Johnson Avenue. Johnson Avenue will be resurfaced following the waterline project The
sewer project on Ella will be completed with the waterline project to prevent the need to cut the
new surface for installation of the sewer line at some later date.
CONCURRENCES:
Environmental review by the Community Development Department has resulted in this project
receiving a categorical exemption.
FISCAL IMPACT:
The Johnson Ave. waterline project is identified in the 1997-98 Financial Plan, Appendix B,
Page 55. The Ella Street sewerline is identified in the 1997-99 Financial Plan, Appendix B, page
68 as a `Future project" The sewerline improvement is being added to this project because a
sewer main is needed in that block to eliminate private laterals running down the street and to
avoid cutting into Johnson Avenue after it is resurfaced following the waterline project.

Currently,there is $1,612,156 available in Water Distribution System Improvements and$868,063
available in the Wastewater Collections Systems Improvements to support these projects. At the
time a contract is awarded, a Budget Amendment Request will be processed which will transfer
the required funds from these accounts to the project account
