Jonas, Community Development Director 1 0 SUBJECT: PRESENTATION OF A PROPOSAL TO ESTABLISH A RAILROAD MUSEUM CAO RECOMMENDATION Refer Museum proposal to staff for analysis and recommendation to Council, including development of an agreement with the San Luis Obispo Railroad Museum Organization for establishment, operation, and maintenance of a railroad museum in the Historic Southern Pacific Freight House, and environs. DISCUSSION Railroad Transportation Center The success of the Amtrak San Diegan trains which originate and terminate in San Luis Obispo daily, providing service to Southern California as far south as San Diego, as well as increasing levels of train travel in general, have resulted in a severe impact on existing automobile parking facilities in the Railroad Square area. Utilizing grant funding, the City is currently in the process of purchasing property from Union Pacific Railroad (formerly Southern Pacific Railroad) to provide expanded parking capability, and transit bus layover capability, in a facility called the Railroad Transportation Center (RTC). Escrow has already closed on an adjoining privately owned parcel which is also included in the project. Start of construction is anticipated for late Summer or Fall of this year. The RTC recognizes the continuing existence of the Historic Railroad Freight House which is on the Union Pacific property, and will make provision for infrastructure improvement to support its rehabilitation and future community use. A separate grant is available for building rehabilitation. Railroad District Plan On June 16, 1998, Council adopted the Railroad District Plan which includes Actions, Policies, and Programs for redevelopment of the historic railroad corridor through the central part of the City. This document, which has wide community support, envisions revitalization of railroad and adjoining properties including the RTC. Establishment of a railroad museum for the protection, enhancement, and preservation of all aspects of the community's rich railroad history is promoted through inclusion of Museum elements on the Area Plan maps, and in specific Actions such as: "6. Rehabilitate Historic Water Tower - Complete the architectural restoration of the historic water tower to its 1940s condition and update the historic marker located in the depot area describing the tower's purpose and significance. 2 Council Agenda Report—Railroad Museum Proposal Page 2 11. Rehabilitate Historic S.P. Freight Warehouse - Acquire the historic Southern Pacific Freight Warehouse and take steps to preserve, stabilize and eventually restore the structure to adaptive reuse, including its possible use for railroad displays or as a railroad museum. 12. Historic Railroad Car Display - Install standard gauge railroad track in the vicinity of the historic Freight Warehouse and in Emily Street to allow the permanent display of historic railroad cars, engines and other rolling stock. 14. Historic Railroad Yard Walk of History - Install historic markers and improved Walk of History describing the Roundhouse, Turntable, and other important railroad features. City Financial Plan The 1999-01 Financial Plan which became operative July 1, includes a Mayor Cily Goal - Community Partnerships for Cultural Resources which has as its objective: "Promote the City's Community Partnership Policy by assisting local groups in identifying needs and outside funding opportunities in supporting the development and expansion of our cultural resources such as: ..., railroad museum, ... The background discussion text of the Goal notes that: "A non-profit organization called the San Luis Obispo Railroad Museum has recently been established with a goal to develop a railroad museum in the old freight building owned by the City, with engine displays on nearby tracks". Additionally, The Action Plan for the Goal includes as a task: "Explore establishing a formal partnership with the San Luis Obispo Railroad Museum, (by) October, 1999. San Luis Obispo Railroad Museum Organization (SLORRM) SLORRM has been actively planning for establishment of a railroad museum in San Luis Obispo for several years. Building on the perceived interest of the City to preserve and rehabilitate the historic Southern Pacific Freight House in conjunction with the RTC, SLORRM participated in development and adoption of the Railroad District Plan, and the 1999-01 Financial Plan. Utilizing these documents, and the adopted conceptual project design for the RTC, the museum group has put together the attached proposal for Council consideration. Their desire is to facilitate achieving City goals, while expressing a vision for educational, economic and historic benefit to the community that will accrue with rehabilitation and utilization of the Freight House as a railroad museum. 3 Council Agerida Report=Railroad.Museu.m Proposal Page.3 CONCURRENCES' Administration and Public Works•departments are supportive of the Railroad._M_useum concept at. the.Freight.House site. We propose to use the Southern Pacific Freight House and environs, as suggested in the Historic Railroad District Plan,as a Railroad Museum. We plan to collect appropriate materials and equipment, to exhibit artifacts,to illustrate events of historic significance and to demonstrate the historic railroad equipment and operations that played such an important role in this County's history and which are of interest to the general public. To accomplish this, we ask the City Council to direct appropriate City staff to meet with us to formulate an acceptable agreement that will: • Recognize the SLORRM as a partner in creating and operating a railroad museum, using where appropriate, City property and resources such as the Historic Southern Pacific Railroad(now Union Pacific)Freight House and environs. • Designate the SLORRM as the City's liaison and advisor for purposes of maintaining historic and functional railroad use of the Freight House property during its' rehabilitation and conversion in part,to additional railroad related parking.
