SUBJECT: SEWER LINERS VARIOUS LOCATIONS
CAO RECOMMENDATION:
1. Approve plans and specifications for "Sewer Liners: Various Locations, Specification No.
90025"
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest
responsible bid is within budget.
DISCUSSION:
Serrano, El Cerrito and Fairview all have sewer lines or portions of sewer lines in easements which
are inaccessible or very difficult to access. The existing sewer lines are experiencing tree root
problems and cracked or broken pipe. Since conventional pipe replacement would be extremely
difficult and expensive due to access, this project will install a "cured in place liner" in all three
easements. The liner can be installed from nearby manholes or clean outs which the contractor can
access.
Project plans and specifications are available for review in the Council office.
FISCAL IMPACT:
Construction Costs $ 176,000
Contingencies $ 19,000
Engineer's Estimate $ 1959000
Serrano, Fairview and El Cerrito Easements are identified in the 1997-99 Financial Plan, Approved
1997-98 Budget, Appendix B, page 67. The project budget is $195,000. Currently, there is
$862,000 available in Waste Water Collection System Improvements to support this projects.
