SUBJECT: North County Water Resources Forum Local Oversight Committee
CAO RECOMMENDATION
Appoint the Utilities Director for the City of San Luis Obispo as the City's representative on the
North County Water Resources Forum Local Oversight Committee.
DISCUSSION
The City of San Luis Obispo has been a member of the North County Water Resources Forum
(formerly North County Water Task force)since October 1995. As designated by the City Council,
the monthly meetings of the NCWRF have been attended by the Mayor and Vice Mayor, and the
Utilities Director and Water Division Manager. One of the products of the NCWRF has been a
recommendation to the County of San Luis Obispo that the Paso Robles Groundwater Basin be the
first to be studied as the County updates its Master Water Plan.
The Paso Robles Groundwater Basin is the largest groundwater basin in the county at an estimated
30 million acre feet. The Paso Robles Ground Water Basin may be partially recharged by the
Salinas River. Likewise portions of the Basin may return water to the underflow of the Salinas
River. The City has a direct interest in the understanding of the relationship between the Salinas
River and the Paso Robles Groundwater Basin because of our interest in the Salinas Reservoir as
the City's primary source of water.
The North County Water Resources Forum has requested that the County establish a "local
oversight committee" to review the RFP, consultant proposals and progress of work by the
consultant hired to complete the analysis of the Paso Robles Groundwater Basin. The City, as a
member of the North County Water Resources Forum, would have one member on the committee
appointed by the City Council. Since the focus of the committee would be largely technical,staff is
recommending that the Utilities Director be San Luis Obispo's appointee.
FISCAL IMPACT
There is no fiscal impact associated with this action.
ALTERNATIVES
Council may choose to appoint a member of Council or the Mayor as the representative. Given the
potential time commitment associated with participation on the oversight committee and as
previously stated, the technical nature of the analysis of the Paso Robles Groundwater Basin, this
alternative is not recommended.
