Cuesta Grade
At this joint meeting the Board received word from Caltrans that the Cuesta Grade improvement
contract had been awarded on 6/29/99, with delay of significant construction work until after the
Fair. The Cuesta Grade supplemental bus service will commence on Monday 8/9/99.
Census Count
The SLOCOG Board received a report that approximately half of the cities in San Luis Obispo
County favor a more comprehensive program ($175,000 total) for a census count, and half of the
cities favor a more modest program ($75,000 total). It appears that there are state budget funds
that can be used to augment or replace local funds. SLOCOG staff will modify their efforts to
meet the desires of each agency in accordance with the funds available.

Re: Complete Count Program, Administrator's Committee Recommendation. (Item B-1.)
Item B-1 was reviewed at the July I”Administrator's Committee. This committee noted that the
State budget includes$28 to $31 million for Census Outreach Efforts. The committee requested
Staff to work with Senator Jack O'Connell and Assemblyman Abel Maldonado to fund the San
Luis Obispo County Census Count with State funds- either fully or partially. As a fallback
position, the Administrators are supporting the SLOCOG Staff recommendation at the$175,000
level as modified by individual city actions as noted below.

In reference to page B-1-12,Best Practices of the 1990 Oxnard City Census Effort, $250,000 was
committed from Community Development Block Grant and the General Funds for outreach and
promotion in 1990. For Census 2000, Oxnard has committed $350,000.

SUBJECT: Integrated Waste Management Authority Meeting
At its meeting of July 14, 1999, the Board received a report from staff that the waste diversion
rates for 1998 had dropped for every entity within the County compared to 1997 figures. This
was attributed by staff to the increased commercial generation of waste and increased drop box
waste caused by construction during these more prosperous times. This also reflects a statewide
trend.
Although San Luis Obispo's reduced diversion is very minor, it does indicate that we will have
extreme difficulty in meeting the 50% diversion rate by the year 2000.
IWMA staff is currently working with the state Waste Board in an attempt to revise our base rate
which was established in the early 1990s during both a drought and recession. If this revision is
successful, San Luis Obispo might just meet the required diversion.
