Name the Sports Fields Complex: CITY OF SAN LUIS OBISPO SPORTS FIELDS FACILITY DAMON-GARCIA PARK 2. Designate one of the athletic fields: DARYL DAMON FIELD. DISCUSSION In 1997, the City Council adopted a park naming policy. The policy authorizes the Parks and Recreation Commission to review naming recommendations and forward appropriate ones to the Council for their approval. The Sports Fields site was acquired from the Damon and Garcia families on August 3, 1999. The property, a working cattle ranch, had been owned by the parents of Eileen Damon and Dolly Garcia since the 1930's. The ranch was passed on to the Damon and Garcia families. Beginning with Eileen and Dolly, three generations of the families have grown up on the ranch. Agreeing to sell this property was as much an emotional decision for the families as a business decision. In the final analysis, the sports field facility will be developed by the City for the use and enjoyment of residents and visitors, and City funds paid for the acquisition of this property. This naming recognizes these facts, as well as the historical background/long-time family associations with the property. On previous occasions, land purchased has been named in accordance with the wishes of the seller. The Charles and Mary Maino Open Space naming, for example, was at the request of the seller. The families have also requested that one of the athletic fields be named in honor of Daryl Damon, son of Doug and Eileen. Tragically, Daryl died as a young man. Again, this would allow the families the ability to memorialize the transaction. While no plan for the fields exist, there will be four. Approving the request reserves the naming of one. FISCAL IMPACT The signage for.these namings will be funded as a part of the Sports Fields Capital Improvement Project. C3-2 N. In that meeting myself; Deborah Holley, Mike Spangler, John Dunn, Mike McCluskey and you were present The purpose of the meeting was to clarify the position of the Downtown Association as it pertains to the sidewalk widening and bulbouts on Higuera Street in the area associated with the Higuera Street bridge reconstruction.The minutes of the Parking Committee's September 10, 1999 meeting dealing with these issues were points of discussion. Although we at the Parking and Access Committee have not had a chance to further discuss these issues with our Board of Directors the following is a statement of direction and support for the components of the project dealing with sidewalk widening and bulbouts.(Subject to final acceptance by our Board) The concept of sidewalk widening and bulbouts remains desirable though not as proposed in the staff report;rather, o The concept of a test project as originally proposed to include up to seven spaces along the south side of the 1000 block of Higuera St. between Firestone and Thai Classic,and • A specific"Loss of Parking Fee"would be deposited with the Parting Enterprise Fund, only to be used to create new parking,to offset the cost incurred by lost parking(Said fee would be paid any individual or entity removing parking,including the City),and • Further requests for sidc*v&- widening will be subject to the success of the test project as determined by the Parking and Access Committee in conjunction with the City of San Luis Obispo,and e That only the(half)bulbouts would be constructed on each comer of Higuera and Osos,and • That the widening of the sidewalk or bulbouts on the balance of the Court Street block not be considered,and • That the partial widening of Osos Street, where the Court Street Lot meets Higuera, not be considered.
