SUBJECT: Firing Range Improvements, Specification Number 90051
RECOMMENDATION
1. Approve plans and specifications for"Firing Range Improvements",SpecificationNo.
90051
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the
lowest responsible bid is within the engineer's estimate.
DISCUSSION
The City owns and operates a Police Firing Range on Fox Hollow Road. In November 1998, a
bank stabilization project was completed at the firing range. The bank stabilization project was
implemented due to erosion caused by flood waters from the El Nino storms. Due to the bank
project,the height and general stability of the firing range backstop was decreased.
The new firing range backstop will be moved forward approximately 2 meters (6'+/-) from its
current location. The new firing range will be 21 meters(69' (+/-)long by 2.5 meters(8' +/-)high,
and constructed of chunk-rubber over a concrete backstop.
In an engineering study authored by the Marine Corps Logistics Base on June 19, 1998, various
bullet containment systems were studied. The chunk rubber-type,bullet containment system was
recommended by the authors for use by "all military and other government departments and
agencies."
The reasons for the above recommendationare as follows:
• Eliminates airborne lead for easy OSHA/NIOSH/EPA compliance
• Environmentallyfriendly,uses 95%recycled materials in construction.
• Lowest estimated cost for an environmentallycompliant system.
• Passive operation,no moving parts to fail or wear out.
• Virtually eliminates fragmentationor ricochets of projectiles:
• Can fire at any angle into the stop material up to point-blank range without danger to
personnel.
• The only maintenance is simple sweeping of disturbed material and infrequent surface
cleaning of system.
• Lead removing maintenance cleaning cycle time can be far better than any other type of
technology examined
• Expended projectiles are easily and safely captured whole for easy and profitable recycling.

FISCAL IMPACT
This project was budgeted for in the 1999-01 Financial Plan, Appendix B, page 28. The total
budget available.is $50,000. The.Engineer's.Estimate for this project does not exceed $50,000.
