Tolson SUBJECT: ADDITIONAL APPROPRIATION FOR RENOVATIONS AT JACK HOUSE CAO RECOMMENDATION: Appropriate an additional $20,000 from the unappropriated balance of the General Fund to the Jack House Renovation project account DISCUSSION Originally budgeted in the Jack House Renovations project account was $61,100 for three proj ects: 1) Repainting exterior surfaces of the main house at an estimated cost of$20,000 2) Building a foundation for the carriage house at an estimated cost of$21,100 3) Replacing floor coverings in the main house at an estimated cost of$20,000 The City Administrative Officer recently awarded the exterior repainting contract at a cost of $32,900 plus $7,100 for contingencies. The contingencies level is somewhat high because of the uncertainty involved with associated renovation work. The overall repainting cost is substantially higher (twice the original estimate) because a) the original estimate was calculated in 1995 b) two additional buildings have been included and c) there are high levels of lead which require expensive removal and disposal techniques. In order to proceed with the repainting project in a timely manner and complete the project prior to the rainy season, the contract was awarded using funds set aside for the other projects. The Jack House Committee concurred with this decision. The Jack House Committee felt that the painting project was more important and that replacing the floor covering could wait until the next two-year budget cycle, if necessary. The City Administrative Officer felt, however, that the City should continue to pursue the floor covering project in a timely manner. Therefore, staff recommends we appropriate $20,000 to restore funding for the carpeting project. CONCURRENCES The Jack House Advisory Committee concurs with the recommendation, but is willing to postpone the flooring replacement until 2001-02 if necessary should the Council decide not to make this appropriation at this time.
