SUBJECT: DELEGATE TO WASHINGTON, D.C.
CAO RECOMMENDATION
1) Appoint Council Member Jan Howell Marx to represent the City of San Luis Obispo at
the "San Luis Obispo County Day in Washington, D.C." on October 26, 1999, hosted by
Congresswoman Lois Capps.
2) Approve payment of travel expenses in the amount of$1,200 from the City Council
travel expense account.
DISCUSSION
The City of San Luis Obispo has been invited by Congresswoman Lois Capps to participate in a
round of meetings at the "San Luis Obispo County Day in Washington, D.C." This event will
provide opportunities to meet with policy makers on such critical issues as business, education,
technology, and agriculture. There will also be occasion to share information about San Luis
Obispo and the issues cities are facing, such as Internet sales tax. Council Member Marx has
requested that she be appointed by the City Council to represent the City at these meetings.
FISCAL IMPACT
Council Policies&Procedures (Section 2.5 Special Expenses) state that when a Council Member
is designated by the City Council to represent the City at special meetings, reimbursement shall
be made from an unallocated travel expense account (Res. 8776). Expense for airfare and hotel
(two nights) would total approximately $1,200. The Council currently has $1,300 in the
FY1999-00 budget allocated for special opportunities when a member of Council is appointed to
represent the City Council, as a whole, which could support this request.
