CAO RECOMMENDATION Appoint Ken Hampian, Assistant City Administrative Officer to serve as an ex-officio (non- voting) member of the San Luis Obispo Youth Sports Association and appoint Paul LeSage, Parks and Recreation Director to serve as the City's alternate. DISCUSSION Attached is a request from the newly formed San Luis Obispo Youth Sports Association (YSA) for City participation with the YSA Board of Directors. As outlined in the letter, participation shall be "ex-officio" (non-voting), and is primarily intended to enhance information and communication among youth sports organizations and governmental agencies that play a role in the delivery in athletic activities and venues within the community. . The CAO recommends the appointment of the Assistant City Administrative Officer to represent the City as an "ex-officio" (non-voting) member of the YSA, and to appoint Parks and Recreation Director, Paul LeSage as his alternate. The appointment of staff level ex-officio members is consistent with the approach taken by the other governmental agencies participating with the YSA Board. President Vice�d�t Specifically, the YSA's mission is to: Cindy Hall • promote participation by young.people in.organized-sports in Secretary appropriate, sufficient, high quality facilities Doug Hendry • teach(advance)the concept of sportsmanship in the context of Treasurer (competitive)youth athletics Maggie Cox • foster community awareness of youth sports activities and the role they Gorge Mead play in creating good citizens Bill Thoma • encourage cooperation among youth sports agencies • create a scholarship fund so all youth can participate Stafff • advocate for betterment of youth sports in San Luis Obispo Ron Regier Exem"Director The YSA will be governed by a seven-member board of directors,elected Ran Kriet by representatives from local youth sports organizations(affiliates). The Communications organization's by-laws,however, also reflect the fact that the involvement of four local institutions.will be critical to the success the YSA will experience as it attempts to fiilfill its mission. These institutions are: • The City of San Luis Obispo PO Box 13509 • Cal Poly State University SLO San Ws..obispo • Cuesta College Cal'rfomia 93406 • San Luis Coastal Unified School District The bylaws call for an invitation to be extended to the City of San Luis Obispo,and these other institutions,to each appoint at least one, but as many as two, ex officio (non-voting) members to serve with the YSA board. The appointment will be for one year, with open-ended renewal. We hope that these members will.fulfill the.following role(s): 1. Serve as a liaison to the institution and its key officials;sharing relevant information. 2. Direct the YSA board in its interactions with the institution; facilitate contacts with the institution's divisions and departments. RECEIVED All SLO CIT`( COUNCIL 3. Board meetings are likely to take place on a monthly basis for the foreseeable future. The report includes a series of recommendations which should improve and more closely integrate operations of all transit systems and points out the benefits of consolidation. It was generally recognized by the Board that it was unlikely the systems will be fully consolidated in the near future,however, there are a number of intermediate steps that would be of benefit to all parties. The Board directed SLORTA staff to work with the transit operators and the staff of the various transit systems, with emphasis on the following major items which have the greatest potential for improvement of operations. 1) Investigate joint use of the San Luis Obispo maintenance facility by both SLORTA and San Luis Transit. 2) Investigate the possibility of joint dispatching,planning,marketing, and phone information for all systems within the County. 3) Investigate sub-areas such as north county, central county,north coast and south county, where various operations might be efficiently consolidated. 4) Investigate the possibility of combining transit management and administrative services, marketing, grant writing,purchasing,printing and insurance services. With this direction, SLORTA staff will be working with San Luis Obispo city staff to see if an agreement can be reached on many of these issues. atmg SLOCOG MEETING SCA-3 At its meeting of 11/3/99 the Board approved moving ahead with a contract f services to provide research regarding the transportation needs and the desires of the public concerning the possibility of imposing a ''V2 cent sales tax for transportation purposes. It was the feeling of the majority of the group that SCA-3 may be revisited early in the next legislative session or placed on the ballot by initiative. Therefore, it would be prudent for SLOCOG to • move ahead with the study which gives necessary background in anticipation of a possible ballot issue in November 2000. Council will recall that I was appointed the delegate (with John Dunn as alternate) to the steering committee for this study. 1999 Transportation Funding Cycle The staff reviewed for the Board the various funds available for programming in the Fall of 1999. Currently, there is $3.7 million available with requests from various agencies totaling$9.7 million. The staff reviewed the guidelines and the rating process for submittals, since only approximately 1/3 of the projects proposed can be funded. San Luis Obispo has submitted projects for: a) Los Osos Valley Road/101 interchange PSR b) Traffic signal master plan system C) Railroad Walk of History property acquisition d) South Higuera Street sidewalk improvements San Luis Obispo city staff also submitted an item for preliminary design and environmental review for the Prado Road interchange project. Although this will be designed and constructed by the developer of the Marketplace, there is some possibility that the city could receive partial funding for design and construction of this project. SUBJECT: Downtown Association Board of Directors Meeting of 11/9/99 I continue to be amazed at the amount of work that is accomplished by the Downtown Association officers and committee personnel. Three things continue to be upper most on their minds: 1) Thursday night activities and particularly how Thursday night activities on Garden Street impact the business community in a negative fashion. No one has found a solution as yet. The problem focuses on young people who congregate in Garden Street. 2) Restrooms - They are looking forward to construction of restrooms in the portion • of parking lot behind Goodwill Industries. 3) Parking - Three items are of concern: a) The shortage of parking that will occur as result of the Higuera Street bridge proj ect. b) Anxiety about getting the Marsh Street annex underway. c) The sequencing of the Copeland Project. Some of the Board did not understand that if the project does proceed, the Palm Street subterranean parking structure would need to be in place prior to the closing of the Court Street parking lot.
