DISCUSSION On December 2, 1997 the City Council approved a contract with Brown and Caldwell for the design of the Water Reuse Project. The design is to proceed in three phases. Completion of the fust design phase and dismissal of all protests to the City's Petition for Change of Point of Discharge, Place of Use, and Purpose of Use of Treated Wastewater make it appropriate to begin the second phase of the design. In phase I.customer information has been verified, modifications needed for the Water Reclamation Facility to meet State Department of Health Services (DOHS)water quality requirements have been identified, the condition of the abandoned oil line in Pismo Street has been investigated, modifications required for City sites to use recycled water have been identified, and the Engineering Report has been prepared for submission to DOHS and the Regional Water Quality Control Board (RWQCB). The Engineering Report defines the operation of the treatment plant, the places where the recycled water will be used, and the procedures that the City will follow to assure that the use of recycled water complies with State regulations. A copy of the Draft Engineering Report is available in the Council office for review. Phase II will evaluate: alternative pipeline alignments, storage options, sizing of the delivery system,the potential for phasing construction, alternative rate structures,construction and operation cost estimates; and design alternatives. Initiation of phase II was to be delayed until the completion of the State Water Resource Control Board (SWRCB) hearing on the protests to the City's petition for change. Council asked that staff return at that time to obtain a verbal approval to begin this phase. Since all the protests have been dismissed and the petition is being processed administratively, staff is confident that the petition will be approved for the project as defined in the EIR with a minimum release of 1.7 cfs. Phase III will include surveying and aerial mapping of the pipeline routes, geotechnical investigation, and the preparation of plans and specifications for the construction of the Water Reuse Project. Phase III will not begin until the City Council approves a design report presented at the conclusion of phase II. CM Council Agenda Report—Water Reuse Project- Proceed to Phase II of Design Page 2 Starting phase II of design at this time will provide a preliminary design report for discussion of alternatives with Council in April. At that time staff anticipates that the mitigation measures will be defined sufficiently that the project scope and mitigation measures can be reviewed and approved by Council. The Agreement for Design of Water Reuse Project Distribution System specifies compensation for each phase to be: Phase I $98,828 Phase II $65,680 Phase III $567,449 Special Services $50,000 Contract TOTAL 781,957 Work on each phase must be completed and the Utilities Director must give written approval before work is started on the next phase. Council must approve the scope of the project to move from phase II to phase M. Council also asked that the project be brought back for a verbal approval to begin IL The critical issue was the amount of water that would be available for the project. Since all of the protests have been withdrawn and the resource agencies are supporting the project with a minimum discharge of 1.7 cfs,the project will produce 1,233 acre-feet for irrigation and other uses as described in the EIR. Project Schedule Phase I began when the contract was approved in December of 1997. Phase II is expected to take four months, and phase III is expected to take 8 months. Bidding, award, construction, and startup are expected to take 18 months. This schedule provides for recycled water to be used during the summer of 2002. FISCAL IMPACT This action will authorize the consultant to proceed with phase II of the design of the Water Reuse Project. The Council has previously appropriated the money and approved the contract for this work. This phase of the design will cost $65,680.
