HomeMy WebLinkAbout12/13/1999, C5 - SOLICITATION OF CONSTRUCTION MANAGEMENT SERVICES-MARSH STREET PARKING GARAGE Council j agenda Repout C5 C I T Y OF SAN LUIS O B I S P O FROM: Mike McCluskey,Director of Public Works' Prepared By: Keith Opalewski,Parking Manager SUBJECT: SOLICITATION OF CONSTRUCTION MANAGEMENT SERVICES - MARSH STREET PARKING GARAGE CAO RECOMMENDATION 1) Authorize staff.to interview and negotiate for construction management services with selected firms based upon Statements of Qualifications. 2) Authorize the CAO to award a contract with the selected firm if the cost of services is within the Engineer's estimate of$ 150,000. DISCUSSION In August of 1999, the City Council approved the use permit for the Marsh Street Garage expansion. Subsequent approval was granted in October 1999 for the final land purchase (Parable Bookstore parking lot parcel)needed to allow final design of the project. These last two Council actions resolved all final garage design issues. To date, the preliminary plans and specifications have been completed and currently are in the plan check phase. Final plan check is expected to be completed by late January 2000. Formal construction documents are expected to come before the Council by early February 2000. Considering this schedule, a construction manager needs to be chosen as soon as possible in order to be part of the construction bid process. In order to expedite the selection process, staff is recommending to award a contract via interviews based upon Statements of Qualifications from qualified construction management firms. This process will insure that a construction manager is on-board prior to the solicitation of construction bids in early March. FISCAL IMPACT The Marsh Street Garage expansion project currently has an approved budget of$200,000 for construction management. This includes funding for additional services from the design architect during the construction phase as well as a contract construction manager for the project. The current design contract will be renegotiated at a later date. The engineer's estimate for the construction manager phase is$ 150,000.
