HomeMy WebLinkAbout03/07/2000, 5 - DOWNTOWN ART"" PUBLIC ART SCULPTURE PROGRAM0 counciL 1, aGenba aEpont C I T Y OF S A N L U I S O B I S P O FROM: �- Oeborah Holley, Administrator 5 SUBJECT: "DOWNTOWN ART" PUBLIC ART SCULPTURE PROGRAM CAO RECOMMENDATION Approve Downtown Public Art Sculpture Program initiated by the SLO Downtown_ Association to have sculpture art situated on sponsored bases appearing in locations around the Downtown. DISCUSSION Recently, the Downtown Association Beautification Committee developed an outline of a program that we believe will enhance the Downtown as well as the entire City and offer individuals an opportunity to sponsor a project in lieu of the currently suspended bench program Our public art program, Downtown Art, will be similar to a program in Grand Junction, Colorado where outdoor sculptures are on display year `round in the downtown area. As the program has grown, so has the stature of the program to make it one of the major attractions of the area. The program is fairly simple. Artists display their sculptured works for a period of one year and these works are erected upon a permanently - affixed metal base. The sculptures are available for sale but must remain upon the base for a period of one year even if they are sold during the display time. A map is developed that provides a walking tour guide to the sculptures and gives information about the pieces of art. Each year, changing out the sculptures is a celebrated event. Our ultimate goal is to develop a walking tour of art throughout our Downtown that is launched each year with an exciting celebration. New maps are printed each year for distribution to guests. The costs involved in the project will be privately met. The Downtown Association will offer metal bases (see-attached diagram) for sponsorship upon which the art will be 5 -1 displayed. Artists will provide the art for a period of one year at no charge to the Downtown Association. Art will be chosen by a peer review committee that will include three members of the Downtown Association, one artist and one representative of the County Arts Council. A portfolio of available art will be maintained and will provide the inventory from which the art will be chosen as bases are purchased. The sponsor of the base may choose the first art piece within the size guidelines determined by the location and size of base, however after the first year, the Beautification Committee will select from the portfolio the subsequent pieces. The Downtown Association will pay for the walking tour maps. The Downtown Association has determined that there are a variety of suitable sites for bases both on public and private property. A walkabout with a representative from the City of SLO public works department has revealed approximately 21 suitable sites both on public and private property. The approved site listing is also attached. Please also find enclosed a portfolio and brochure of the public art sculpture program developed by Grand Junction Downtown Development Authority. Director Richard Helm, who visited San Luis Obispo as a speaker for the public art seminar held in 1998, was contacted by Arts Council Board President Ann Ream. Helm stated that there has been virtually no vandalism or maintenance of the art or the bases and that the Downtown program has obtained liability insurance for the program. However, one difference between the Grand Junction program and the SLO Downtown Association program is that the bases, as with the benches, would become property of the City once installed and it may be more appropriate for the City to insure this property. The artists will provide insurance for their work. CONCURRENCES The Downtown Association Board of Directors and Beautification committee support this program. The City of SLO Public Works Department has also approved the sites shown on Attachment `B" for the display sites. The SLO County Arts. Council is also supportive of this program. FISCAL IMPACT The Downtown Association will oversee all financial obligations of this program except: installation and maintenance of the bases. We have been told by Grand Junction project managers that maintenance is minimal. 5 -2 ALTERNATIVES A no project alternative would mean that the sculpture program would need to find private locations in order to move forward.
