SUBJECT: "MONTEREY STREET PLAZA" BID ALTERNATE
CAO RECOMMENDATIONS:
Authorize staff to work with County staff to develop a bid alternate for the design of Monterey
Street modifications between Osos and Santa Rosa Streets, consistent with the concept included
in the Conceptual Physical Plan for the City's Center.
DISCUSSION
As you know, over the last several months the County has been working on concepts, plans, and
specifications for the potential construction of County administrative offices on County-owned
property on Monterey Street across from the existing Courthouse. In a few weeks, County staff
will ask the Board of Supervisors to authorize bids for the design of this office complex.
For many years, City officials have encouraged County government retention and expansion in
the downtown, and the Conceptual Physical Plan for the City's Center supports County office
expansion at this location. In addition, the Plan includes a proposed modification of Monterey
Street between Osos and Santa Rosa Streets to allow for occasional closure for public assembly
purposes ( "Monterey Street between Santa Rosa and Osos to be treated to serve as a public
gathering space with streets subject to occasional closure. "). The idea is to create a "plaza -like
opportunity" in the area without altering Monterey Street's capacity to handle routine daily
automobile traffic.
The County has indicated a strong interest in cooperating with the City to complete such a
modification either concurrent with, or following, their building project. They have also
involved City staff in their preliminary study of building concepts, in part to assure that their
plans allow for and compliment the Monterey Street modification concept. They have also
offered to include the actual design of the modifications in their final plans and specifications, if
the City so desires. This component of design work could be structured as a bid alternate, thus
allowing the City Council to decide at a later time whether or not to proceed as a part of the
larger County design effort.
Staff feels that it would be very desirable to design the "plaza" within the context of the design of
the building, and would like to work with the County to develop such a bid alternate. Staff also
believes that it would be equally desirable to make the actual improvements concurrent with any
County construction in order to minimize disruption in the area (which is already expected to be
significant, given the potential for the County project and the Copeland project to overlap in
some way). However, the decision before the Council in this report is simply whether or not to
develop the bid alternate. The decision to fund the alternate will be brought back to Council
when once a final bid is accepted for recommendation to the Board of Supervisors and the cost of

the alternate is known. The decision about construction can be made even later, after the design
is completed and a construction cost estimate is available.
FISCAL IMPACT
In order to develop the bid alternate, the investment of some staff time will be necessary.
However, this investment is not expected to be major (a few hours). In terms of the potential
funding of the improvements, it is the County's feeling that County funding of such a plaza could
only be justified if the street were closed more often than it were open, and thus used for direct
County purposes most of the time (e.g., as a walkway between their government offices). On the
other hand, if this portion of Monterey Street is to serve mostly as a City street, and occasionally
as a public assembly area, then the County believes that the cost is more appropriately a
responsibility of the City.
While staff can conceptually accept this overall view, trenching of Monterey Street is necessary
by the County to extend communication and utility services to the new building, whether or not
Monterey Street is modified in any way. In addition, even in the absence of significant street
modifications, certain on and off -site improvements (including street frontage improvements) are
typical in such large -scale building projects. Therefore, as further study and design proceeds, it
will be necessary for the agencies to determine an appropriate cost allocation approach, which
would be brought back to the Council and Board of Supervisors for approval.
