Jorgensen City Attorney SUBJECT: RESOLUTION OPPOSING PROPOSITION 28 CAO RECOMMENDATION ADOPT A RESOLUTION OPPOSING PROPOSITION 28 (WHICH WOULD REPEAL THE TOBACCO TAX MPOSED BY PROPOSITION 10) DISCUSSION The "Coalition to Save Prop 10" has requested the City to adopt the attached resolution opposing Proposition 28, which would repeal the tobacco tax imposed by Proposition 10 and slash nearly $700,000,000 per year finding from vital children's health and preschool education programs. Given the City's strong tradition of protecting the public from the adverse health effects of tobacco, it seems appropriate for the City to take a position in opposition to Proposition 28. FISCAL IMPACT There would be no fiscal impact to the City as a result of adopting this resolution. ALTERNATIVES Do not adopt this resolution. ATTACHMENTS 1. Sample Resolution 2. (2000 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO OPPOSING PROPOSITION 28 WHICH WOULD REPEAL THE TOBACCO TAX IMPOSED BY THE VOTERS BY PROPOSITION 10. WHEREAS, Proposition 28 would eliminate approximately $2.5 million a year from children's healthcare and preschool education programs in San Luis Obispo County; and WHEREAS, research and experience have shown time and again that investing in our children early and often is the best way to guarantee them a bright and healthy future; and WHEREAS, the passage of Proposition 10 was a tremendous victory for California's children and families; and WHEREAS, any effort to repeal Proposition 10 will threaten the health and well-being of our children; and WHEREAS, San Luis Obispo County's children desperately need the local Proposition 10 revenues. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo that the City hereby declares its opposition in the strongest possible terms to Proposition 28 and any and all efforts to repeal Proposition 10, The California Children and Families Act.
