DISCUSSION MaetiK Dac l - Ig -a V�, At the Council meeting of November 2, 1999,' the City Council approved an amendment to Policy 2.1 of the Pavement Management Plan to reflect a 50 -year design life for all new collector and arterial streets, and affirmed the existing 50 -year design standard for new local streets, and the existing 20 -year design standard for all reconstructed and resurfaced local, collector and arterial streets. As indicated in the presentation to Council on November 2, 1999, the increase is design life is accomplished through the modification of a street's Traffic Index (a design parameter used in pavement design). Policy 2.2 of the Pavement Management Plan sets these Traffic Indexes based on the design life expectancies stated in Policy 2.1. The 1998 Pavement Management Plan, which contains pavement standards, was adopted by resolution in April 1998. As a follow -up to the Council action on November 2, 1999, the staff is requesting that Council adopt a new resolution amending the resolution adopted in 1998 with the new standards now to be followed. CONCURRENCES The City Utilities department is in favor of the new pavement standards. FISCAL IlKPACT The fiscal impact of the City's adoption of the new pavement standards was the primary f5cus of the presentation made to Council on November 2, 1999. Briefly stated; -the increase in design life for the Collector and Arterial streets will result in an initial construction cost increase of approximately 15 %, and a lifetime (50 year period) average annual cost decrease of approximately 30% (including initial cost and periodic maintenance). (2000 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO MODIFYING THE 1998 PAVEMENT MANAGEMENT PLAN WHEREAS, the Council adopted the 1998 Pavement Management Plan on April 14`h, 1998 by Resolution No. 8787, and. WHEREAS, the Council has approved via motion Modification to the Street Design Standards on November 2', 1999; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. Resolution 8787 is hereby amended by deleting Policy 2.1 and Policy 2.2, and replacing them with new sections as follows: Policy 2.1 is revised to: Set roadway design life at 50 years for all new streets, and 20 years for all reconstructed or resurfaced streets, and; Policy 2.2 is revised to: Set the Traffic Index (TI) at 9.5 for new arterial and collector streets; at 8.5 for reconstructed or resurfaced arterial and collector streets; at 7.0 for bus routes on local streets; 6.5 for new local streets; and 5.5 for reconstructed or resurfaced local streets. SECTION 2. All other terms and provisions of Resolution 8787 shall remain in full force and effect.
