DISCUSSION Two terms will expire on 3/31/00: Tim Valentine and Richard Lee. After reviewing all applications and interviewing several candidates, the Council Subcommittee is pleased to recommend that Tim Valentine and Richard Lee be reappointed. Their applications are attached. All others are available for review in the City Clerk's Office. As a child, growing up in San Luis Obispo, my parents owned a bicycle shop (The Moped Emporium off Broad Street). This gave me the opportunity to experience all avenues of cycling, from BMX to road racing. While away at college (in car-friendly Irvine), and while living in Davis (where my wife was in school) my bike was my main source of transportation and recreation. I am currently an avid recreational mountain biker and I commute to work by bicycle. Irvine and Davis, though philosophically opposite, have similar interests in alternative transportation. Irvine's sprawling planned developments are linked by a thorough infrastructure of bike paths and routes. For an area so associated with the automobile, getting around Orange County by bicycle is easy and safe. Nature has given the town of Davis a head start with bicycle friendly terrain; its flat as a dime. By taking advantage of this feature, planners have constructed a complete network of bike paths that has allowed the town to claim, with some merit, that it is the Bicycle Capital of the World. Despite Orange County's sprawl and Davis' difficult climate (cold and foggy in the winter, scorching hot in the summer), it is not uncommon to see their residents commuting and shopping by bicycle. When I look in open garages in my neighborhood it appears as though nearly everyone living in and around San Luis owns or has access to a bicycle (if not several). I see people riding down the street on the weekends and holidays for fresh air but rarely do I see the same people using their bicycle instead of a car to ride into shopping areas or other neighborhoods, let alone to work. Though the Central Coast is recognized as one of the best spots in the world for recreational mountain biking and the weather is amenable to outdoor activity year-round, the locals seem dependant on cars to commute an -ruh errands. 1 take readily to bicycling, yet even I think twice before heading to work or into town on my bike. I would like at least to better understand this phenomenon and would be grateful to have the chance to improve the situation. Bicycling has been an important part of my past. W.Lee/2 PUBLICATIONS Number of Refereed Publications: 5; Number of other Significant Publications: 25 RELEVANT CONSULTING AND COMMUNITY SERVICE EXPERIENCE Bicycle Planning and Transportation Demand Management Prepared TDM plans for several major employment sites in the San Francisco Bay Area, including mixed-use, as well as primarily office and residential developments. Each plan entailed an assessment of the likely effectiveness of various travel demand techniques and alternative travel modes,e.g.bicycles and public transportation. Project Manager, Berkeley Bicycle Plan. Led consultant team that developed major bicycle improvements within the City of Berkeley. Chair, Board of Trustees, Palmerston North (New Zealand) Green Bike Trust, 1996-1998. The Trust developed a program making 300 bikes available for casual use in this university city of 75,000, while offering training for the long-term unemployed. Member, Palmerston North Bike Plan Working Party, 1997-1998. Played key role in the development of Palmerston North's first comprehensive Bicycle Plan. Regional Multi-modal Transport/Land Use Planning Consultant Project Manager and a principal author of the fust Santa Cruz County-(population 250,000) Congestion Management Program (CMP). The CMP is a state-mandated comprehensive regional transportation plan and capital improvement program covering all modes of land passenger transport aimed at: reducing congestion; optimising use of alternative travel modes;and improving air quality,and improving inter-agency coordination. Project Manager, Stanislaus County Regional Transportation Plan Environmental Impact Report (RTP EIR). Managed all aspects of a comprehensive environmental analysis of Stanislaus County's (population 400,000) first full revision to its RTP to achieve conformance with the U.S. Intermodal Surface Transportation Efficiency Act including calibration and expansion of a regional M NUTP travel demand model and supervision of public transport and environmental sub-consultants. Worked closely with staff of the - - Stanislaus Area-Association-of Governments (SAAG) and with planning and-public works staff representing all local jurisdictions. Developed land use forecasts based on local plans and state and regional projections. Conducted extensive literature review of the efficacy of land use measures for reducing automobile travel. This research, conducted as for the California Air Resources Board, was used to develop appropriate land use strategies capable of reducing transportation-related emissions in urban, suburban, and exurban communities; strategies included rail station area development. Analysed potential long-range benefits of transportation control measures (TCMs) as part of a Model General Plan Air Quality Element for the San Joaquin Valley Unified Air Pollution Control District. Al-6 Dr.R. W.Lee i s Project Manager, General Plan Circulation Element Update and Environmental Impact Report, City of Fairfield, California. Working closely with city staff and other consultants, developed new multi-modal transport goals, policies and programs for this rapidly growing city midway between San Francisco and Sacramento. Interpreted and analysed six future travel demand scenarios developed using the City's in-house TRANPLAN model. Managed similar studies for the Cities of San Mateo and Gilroy. Major Transportation Facilities Planning and Finance As Project Manager for Citywide Transport Studies, developed preliminary cost estimates and traffic impact fee formulae for citywide improvement districts in Gilroy and Tracy, California; facilities included both roadway and commuter rail facilities. Assisted in U.S. Department of Transportation study (nationwide) of local governmental requirements for private sector funding and provisions of transportation services and traffic mitigation. Duties included: legal and financial analysis of various local transportation- related ordinances and programs; conducting interviews with local government officials and real estate developers throughout the U.S.; and report writing. Assisted in the development of five-year transit operating plan for the San Francisco Bay Area Metropolitan Transportation Commission. Duties included report writing, economic analysis, and creating a computer data base on 15 rail and bus operators in a region of over five million population. As an appointed member of the Metropolitan Transit Commission's citizen Advisory Committee on Transit, helped develop public transport service and fare policies for the Minneapolis - St. Paul Metropolitan Area (Minnesota), including policies on light rail development. North American Light Rail Transit(LRT) Evaluation With Professor Robert Cervero at the University of California,Berkeley,evaluated actual and projected light rail patronage and financial performance and for more than one dozen existing and planned LRT systems in the United States and Canada. Traffic Impact Studies Project Manager;—Specific Plan Circulation Element for the City of Tracy,--California Developed citywide traffic impact model for assessing the effect of over 6,000 new dwelling units and hundreds of acres of industrial development. Also served as Project Manager or Engineer on numerous traffic impact studies throughout Northern California; these entailed studies of road and public transit improvements under various land use scenarios.
