Gardiner, Chief of PolioO\ Prepared By: Bart Topham, Captain SUBJECT: RENEW MATCHING CITY FUNDS FOR JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT CAO RECOMMENDATION Renew participation in the Juvenile Accountability Incentive Block Grant program and appropriate $1,310 from the unreserved General Fund balance for our matching requirement. DISCUSSION In February 1999, the City Council approved participation and matching funds in a Juvenile Accountability Block Grant program, in conjunction with County Probation, County Courts, the District Attorney's Office, and the Paso Robles Police Department. The grant funds available to the City of San Luis Obispo total $11,792. The grant funds are for the purpose of operating a Juvenile Diversion Program. These funds help to pay for a part-time program coordinator and the Family Care Network, who provide a variety of related programs for juvenile diversion. The base annual cost for County Probation to operate the City's Juvenile Diversion Program is $5,750. In order for the City to continue to benefit from this program, we are required to provide $1,310 in matching funds to the County. To date, the Juvenile Diversion Program has exceeded all expectations. We have processed over 126 clients. This is three times our original estimate. FISCAL IMPACT Adequate General Fund balance is available to fund this appropriation and retain fund balance at minimum policy levels. ALTERNATIVES Decline to continue participation in the Juvenile Accountability Incentive Block Grant program. ATTACHMENTS Resolution No. 8904 (1999 Series) C4-1 RESOLUTION N0. 8904 (1999 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO l 1 RELEASING A DIRECT OCJP GRANT AWARD TO THE COUNTY OF SAN LUIS OBISPO Ul� WHEREAS,the City of San Luis Obispo declines to directly accept funds made available through the Juvenile Accountability Incentive Block Grant (JAIBG) Program administered by the Office of Criminal Justice Planning(OCJP); and NOW, THEREFORE, BE IT RESOLVED that the Council of the City of San Luis Obispo waives its right to its entire direct subgrant award and authorizes the funds to be expended by the County of San Luis Obispo for the mutual benefit of b-oth units of local government. IT IS AGREED that any liability arising out of the performance of this Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and OCJP disclaim responsibility for any such liability. BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant expenditures controlled by this body.
