SUBJECT: Downtown Association Board Meeting ll, lie I
• At the August 8, 2000 meeting of the Downtown Association, the following items were
discussed:
• In a presentation by Criterium promoter,.new route will have less impact on businesses
(through Mission Plaza, around Nipomo and Higuera). The Board approved the new
route and event.
• Strategic Plan, three proposals received, unanimous choice for lowest bid. Consultant
plans to survey all owners and a cross section of the community. Bidder is active with
Main Street Program and has done similar work in other California cities. Proposal is a
comprehensive plan involving the community-at-large.
• Higuera Street Bridge Project—the impact of the project is being felt by businesses on
Monterey Street. The Board is continuing to look for ways to make minor improvements
to the situation.
• The Downtown Association is pleased to be included on the Mardi Gras City Task Force,
emphasizing the intolerance of alcohol on the parade route.
• The Board is still supportive of the Copeland Project and heard Council Member
Romero's concern about parking during the construction.
• Friends of Prado Day Center concerns were discussed. The Downtown Association has
taken over office tasks for them, but is looking for an alternative solution.
• Received an update of the staff review process meeting regarding Deborah Holley's
contract. Looking at adopting a process similar to City administrative process.
• There is a budget surplus of$24,000. Office equipment,jump-start for art project by
purchasing a sculpture and underwriting liability insurance. The remainder is to be
placed in reserve account.
• Banner walk was felt to be a great success.
• Greening of Garden Street—an event planned for 8/24/00 will have lots of entertainment.

SLOCOG
1) At its meeting of August 2, 2000, the COG received a report that the PLACE
program was well received by the community development directors within the
county, therefore, the Board authorized staff to proceed with obtaining the funds and
following through with the work program. This is a computer program whereby
alternatives for projects can readily be analyzed, taking into account traffic flows
under various scenarios.
2) The COG Director reported that the newly appointed Caltrans State Director has
indicated that the department will be shifting from building capacity on the state
highway system to managing capacity. Much of this will involve new computerized
traffic programs and minimal improvements to the highway system in order to
provide for improved merging lanes and improved interchanges.
3) I recently attended the Western COG Conference just outside Seattle. My general
impression was that I am pleased that SLO has easier-to-solve problems as opposed to
the virtually unsolvable problems in many of the areas of the western states. Truck
traffic statewide is increasing at a very rapid rate, causing long-time congestion in all
metropolitan areas and at both the Canadian and Mexican borders. The Western COG
is considering a concerted effort to improve traffic handling on the I-5 corridor from
Mexico to Canada. We hope that this effort is successful since we may experience
greatly increased traffic on Highway 101 if the traffic on I-5 becomes unmanageable.
I also was informed of the ever-increasing job/housing balance issue that has occurred
in the bay area. Currently, people are buying homes in Stockton and commuting to
the bay area—a trip of more than two hours each way.
4) The Director of Caltrans informed COG that the Cuesta grade project was moving
slightly ahead of schedule with approximately 30% of the work completed in 24% of
time. COG staff reported that transportation demand management programs were
working very well and recommended a 50% increase in the vanpool program to take
care of the demand increase.
5) Caltrans staff presented a report indicating that the state highway
program is continually falling behind with more and more traffic ut lizinpigEWED

that has not been significantly expanded for over 20 years. Much of the current road
system is in need of major maintenance. However, funds have been severely
restricted in recent years. The improved economy will hopefully provide additional
funds with general funds designated from the Governor's office. •
6) The Executive Director reported that the State Transportation Improvement Program
(STIP) has been granted 50% increase. This will result in an allocation to San Luis
Obispo City of approximately$363,000 as opposed to $242,000 as estimated.
7) The COG Director reported that SLO County, under the COG complete census count
program, had an 80% response rate, exceeding California's response rate of 72%.
This is good news for all of us since each individual counted represent $250 per year
in state and federal subventions.
8) The Governor's Transportation Initiative will result in a submittal to SLO City for
road purposes of$310,000 in the first year and $462,000 over the next five years, for
a total of$772,000. This should clearly help in our street maintenance and
transportation improvement programs.
SLORTA
The SLORTA Board approved appointments to its steering committee, which will review criteria
and contract submittals for a management audit of the countywide transit system. John Dunn and
I will be on this committee along with Steve Tolley, GlennaDeane Dovey(RTAC), City
Administrator Mike Fuson, and County Administrator David Edge.
