SUBJECT: Bucket Truck Replacement
CAO RECOMMENDATIONS:
Authorize Finance Department to approve a purchase order in the amount of $66,971.19 to
Truck Hydraulic Equipment Company, Inc. for a cab-and-chassis truck with aerial lift bucket,
DISCUSSION
The Approved 2000-01 Budget includes $68,000 for replacement of vehicle number 8901, the
aerial lift bucket truck used by the Public Works traffic signal electrician. (See pages E-9 and E-
32 of the Financial Plan and pages 193-194 of Appendix B to the Financial Plan.)
Vehicle number 8901 is a one-ton cab-and-chassis truck with aerial lift bucket used for servicing
traffic signals. It is 11 years old and in fairly deteriorated condition. Continual overheating
problems have made it unreliable. The engine bums oil and there are numerous exhaust leaks.
The boom mechanism that lifts the bucket to working height has reached the end of its safe
useful life. In addition, the maximum working height is too low to service several new traffic
signals in the City system.
In accordance with the recently adopted Fleet Management Policy, Public Works is
recommending a cooperative procurement through a specification and competitive bid from the
County of San Luis Obispo. The Public Works street and fleet maintenance supervisors have
reviewed the County's specification and determined that the specified equipment is appropriate
for the City's intended use. The successful bidder on the County's procurement was Truck
Hydraulic Equipment Company, Inc. of Fontana,California. The chief advantage of this type of
procurement is that the signal and light maintenance program can very quickly acquire at a
competitive price the equipment it needs to maintain full productivity.
