DISCUSSION When South Higuera Street is reconstructed and resurfaced in Spring 2001, the contractor will remove undersurface traffic detection loops for traffic signals at the intersections of Higuera/Margarita,Higuera/Prado, Higuera/01d Farm Road, Higuera/Suburban, and Higuera/Los Osos Valley Road. Public Works has determined that whenever detection loops must be removed, they should be replaced with aboveground video detection equipment. The cost is about the same,but,unlike buried detection loops, video detection equipment never has to be replaced when the pavement at an intersection has to be disturbed because of construction. Past experience has shown that installing, testing, and calibrating the video detection equipment during construction is very disruptive. Consequently, for this major project Public Works is recommending that City crews install this equipment well before construction begins. The City has standardized on Odetics video detection equipment (distributed exclusive by Iteris, Inc.), so this is a sole source procurement. FISCAL IMPACT There is $1,175,000 budgeted for the South Higuera Street Reconstruction project. (See 1999-01 Financial Plan,pages E-8 and E-32, and Appendix B,pages 173-174.) 100 percent of project outlays up to$1,175,000 will be covered by a State Transportation Improvement Program(STIP) grant. 90078 Video Tmffic Detection Equipment C11-1
