McCluskey, Director of Public W ks ' Prepared By: Barbara Lynch, Civil Engineef� SUBJECT: SEWER, WATER& STREET IMPROVEMENT PROJECT—SANTA ROSA—MONTEREY—CALIFORNIA, SPECIFICATION NO. 90151 CAO RECOMMENDATION 1. Approve plans and specifications for " Sewer, Water & Street Improvement Project — Santa Rosa—Monterey—California, Specification No. 90151." 2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest responsible bid is within the Engineer's Estimate. DISCUSSION This project will replace several duplicate sewerlines existing in Santa Rosa, Monterey and California Streets. These duplicate lines cause additional maintenance work and in some cases the lines are in very poor condition. The project includes replacing aging and undersized waterlines. The project will also take care of some minor drainage and water service concerns. Upon completion of the pipeline work,the two blocks of Santa Rosa and four blocks of Monterey will be resurfaced and three blocks of California Blvd will be reconstructed. Multiple trenches, hard service and multiple overlays have placed these streets in need of reworking. These streets are in a combination of the Downtown paving area and Paving Area 1 as part of the City's Pavement Management Program. Area 1 has been completed; however, these streets were not completed because of this pending utility project. Prior to starting design for this project, staff held a public information meeting. It was the consensus of those attending that construction starting in January would impact businesses the least. Advertising in October will allow constructionto begin in January and be done by summer. If the revised City Standard Specifications, on the same agenda, are approved, these Special Provisions will be modified to reference that new document. CONCURRENCES Community Development Department has given this project a categorical exemption. FISCAL IMPACT These projects are identified in Appendix B of the 1997-99 Financial Plan pages 53 and 66 and in the 1999-01 Financial Plan,page 78.
