SUBJECT: Review of Law Enforcement Grant Funds
CAO RECOMMENDATION
1. Adopt a resolution approving an expenditure of$61,295, in 1999 Local Law Enforcement
Block Grant Funds, with a required local 1/9' City match of$6,811 for the Mobile Data
Computer project as recommended by the Chief of Police.
2. Adopt a resolution approving an expenditure of$51,636, in 2000 Local Law Enforcement
Block Grant Funds, with a required local 1/9`� City match of$5,737 for the Mobile Data
Computer project as recommended by the Chief of Police.
3. Appropriate the matching City funds of$12,548 ($6,811 and $5,737) from the General
• Fund to this capital improvement project, as required by the grant.
4. Approve an expenditure of $4,015, in 1998 State Budget Grant Funds for the Mobile
Data Computer project as recommended by the Chief of Police.
5. Approve an expenditure of $114,881, in 2000 State Technology Grant Funds from the
California Law Enforcement Equipment Program (CLEEP) for the Mobile Data
Computer project as recommended by the Chief of Police.
6. Authorize the Director of Finance to make revenue and appropriation changes for fiscal
year 2000-01 consistent with this approval.
DISCUSSION
Purpose of Proposed Action
The Mobile Data Computer (MDC) program Capital Improvement Plan is included in the City's
1999-01 Financial Plan. This is a project to install fully interactive computer systems in public
safety vehicles. To date funding approved for this project is from law enforcement grants. The
primary reason this item comes before the City Council, at this.time, is for a public hearing to be
held on the 1999 and 2000 Local Law Enforcement Block Grants (LLEBG). As required by the
LLEBG grants, a public hearing must be held prior to receiving grant funds.

MDC Project Summary •
The MDC project committee has been developing this project for the past 14 months. The
committee is comprised of 12 police personnel with representation from each division
(Information Systems, Patrol, Investigations, Records, Communications, Field Services, and
Administration), a fire battalion chief, a fire radio systems technician, and a utilities telemetry
instrument technician. The MDC committee consists of three sub-committees, which represent
each component of the system: software,hardware, and transmission signal.
The committee has completed extensive research on the available MDC components. This
research includes literature review, on-site and off-site vendor demonstrations, site visits to
agencies with operational MDC systems, and interviews with MDC system coordinators from
several law enforcement agencies. Additionally, the committee has completed vendor installed
testing and evaluation of MDC systems in San Luis Obispo Police Department patrol units to test
the systems with connectivity to our existing computer aided dispatch/records management
system and to test the transmission with area topography. Through this research, system
specifications were developed that are incorporated into the draft Requests for Proposals (RFP)
for each component of the system.
In addition to the City's Information Systems staff, the GarinerGroup consulting firm is currently
working with the City in the development of a Citywide Information Technology Master Plan
and has reviewed the MDC committee's research and project development. GartnerGroup
consultant Brian Hudson has provided valuable suggestions which have been incorporated into
the draft RFP's. Once the RFP's are finalized, they will come before the City Council for final
approval to open the formal bid process.
To equip both Police and Fire vehicles, the MDC system will cost an estimated $430,000. The
software and hardware costs are firmly established. The transmission signal costs will vary
depending on the technology implemented. The source of project funding to date is from law
enforcement grant funds received over' the past three years and approved for this project.
Depending upon final cost projections, additional funding sources will need to be identified,
including possibly City General Funds,prior to actually implementing the project.
1999 and 2000 Local Law Enforcement Block Grant Funds
On November 11, 1996, the Council appointed the Local Law Enforcement Block Grants
Advisory Board in accordance with the requirements of the Federal Omnibus Appropriations Act
(Public Law 104-34). As with previous law enforcement block grants, the Advisory Board has
been tasked with an advisory recommendation, based on expenditures proposed by the Chief of
Police, in accordance with the provisions of the law. The law also requires a public hearing
before the grant funds may be allocated and, as such, this item is presented to Council at this
time.
The recommendation for these funds, as proposed by the Chief of Police, is for the acquisition
and implementation of the MDC program. Staff requests approval to expend the 1.999 and 2000 •
Local Law Enforcement Block Grant funds on the MDC program.

• 1998 State Budget Grant Funds
The 1998 State budget grant was $96,196. As approved in a public hearing on February 17,
1998, this grant provided funding for one-year of salary and benefits for a Field Services
Technician position and the purchase of a patrol vehicle and equipment. Staff requests, at this
time, approval for the $4,015 remaining grant balance to be expended on the MDC program.
2000 California Law Enforcement Equipment Progmm(CLEEP) Grant Funds
This grant as provided by Assembly Bill 1740 is commonly referred to as 2000 State Technology
Grant Funds. The funds are intended to be a one-time grant to local law enforcement agencies
for purchase of high-technology equipment. Staff requests approval to expend this $114,881
one-time grant on the MDC program.
FISCAL IMPACT
The approval of the 1999 and 2000 Local Law Enforcement Block Grant funds requires a 1/9'b
match from the City, as this money cannot be taken from existing budgets. Total funding for the
MDC project is not available within existing resources. As such, we recommend appropriating
$12,548 from the unreserved General Fund Balance. Based on the 1999-01 Financial Plan
Supplement, Council-approved changes since then and interim year-end results for 1999-01, this
will result in an ending fund balance that is 22.1% of operating expenditures compared with our
• policy minimum of 20%.
In addition, the advanced grant funds have earned approximately $15,000 in interest to date.
Interest earned on grant revenues will be expended in the project as a requirement of the grants.
The MDC project funding projections as referenced in the original CIP in the City's 1999-01
Financial Plan are outlined below in Table 1. The 1998 LLEBG funds were originally intended
for this project, however, due to grant expenditure timelines these funds were approved by the
City Council on September 5, 2000 for the purchase of a Crime Scene Evidence Collection
Vehicle. Additionally, the 1999-00 State Public Safety Funds reflect the actual grant balance
available.

reflected in Table 2.

ENFORCEMENT BLOCK GRANTS PROGRAM ADVISORY BOARD
WHEREAS, the Omnibus Fiscal Year 1996 Appropriations-Act, Public Law 104-134,
provides funds for the implementation of the Local Law Enforcement Block Grants Program to
be administered by. the Bureau of Justice Assistance (BJA), U.S. Department of Justice; and
WHEREAS, the Local Law Enforcement Block Grants-Program is to provide units of
local government with funds to underwrite projects to reduce crime and improve public safety; ••
and
WBEREAS, based on population, the City of San Luis Obispo is Wigible to apply for the
amount of$47,900.00 from the Local Law Enforcement Block Grants Program; and
WHEREAS, as part of the application process, an advisory board must be established or
designated to review the application for funding, and make nonbinding recommendations for the
use of funds by the City of San Luis Obispo; and
WEMEAS, the advisory board shall include representatives of groups with'a recognized
interest in criminal justice, and crime or substance abuse prevention.and treatment; and
WFIEREAS, the advisory board must include representatives from at least: the local law
enforcement agency, the local prosecutor's office, the local court system, the local public school
system, and a local nonprofit group active in crime prevention or drug use prevention or.
treatment;
