C - g' CITY O F SAN LUIS O `BIISPO e;;0 FROM: Mayor Allen Settle and Vice Mayor John Ewan Prepared By: Sherry Stendahl, Administrative Assistant SUBJECT: Council Liaison Subcommittee Assignments 2001 RECOMMENDATIONS: Approve Council Liaison Subcommittee assignments for calendar year 2001 as listed in Attachment A. DISCUSSION Council Policies and Procedures and the Advisory Body Handbook prescribe the method of Council Liaison Subcommittee assignments: The Mayor and Vice Mayor shall submit recommendations to the full Council rotating nominations for Council Member Subcommittees, thereby ensuring an opportunity for each member to serve as liaison at least once on each advisory body when possible. When terms of office do not allow each member to serve once, members with greatest seniority shall have first right of selection(CP&P 6.5.2, ABH III, C, 6). As in past practice, we have not recommended automatic rotation for all technical and regional committees, allowing continuity where appropriate as well as permitting Council Members to develop a higher level of expertise for some of the more complex committees. Two committees listed under Special Purpose Subcommittees have dropped from the list. The Prado Day Center has been up and running successfully for several years now and a new non- profit group has been established for running the Center. Both the City and County have ex- officio members, and it is felt that a Council liaison is no longer needed. The Student Housing Task Force has not been active for some time and has also been removed from the list. As you know, the Campaign Regulations Committee will not convene until December 2002 and the Council Compensation will not meet again until January 2002. After receiving a list of preferences from all Council Members and reviewing the 2000 appointments,Mayor Settle and Vice Mayor Ewan recommend the Council Liaison Subcommittee assignments as outlined in Attachment A. That certain amendments are hereby made to Chapter 2.52 of the San Luis Obispo Municipal Code, to read as follows: SECTION 2.52.010 ESTABLISHED There is hereby established the Joint Use of Recreational Facilities Committee of the City. SECTION 2.52.020 PURPOSE It is the purpose of the Joint Use of Recreational Facilities Committee to advise the Council regarding: A. Policy for operation of San Luis Coastal Unified School District (SLCUSD)joint use recreational facilities; B. Priorities for granting use of school district facilities; C. Planning for balanced integration of recreational property being developed; D. Recommend to the Council on joint use agreements between the city and other agencies for joint use of facilities. SECTION 2.52.030 MEMBERSHIP The Joint Use of Recreational Facilities Committee shall consist of seven members; provided, that one member shall be recommended by the Parks and Recreation Commission for its membership, and appointed by the Council. Eentmissien.. SECTION 2.52.040 TERMS OF OFFICE RECEIVED A. Members shall be appointed by the Council for terms of four years which shall UEC 12 2000 commence immediately upon appointment by the Council. Commissioners shall serve at the pleasure of the Council and may be reappointed; provided, SLO CITY CLERK that no appointee shall serve more than two consecutive full terms (eight years). Appointment for a partial term of office following an unscheduled vacancy shall not preclude the appointee from serving two consecutive full terms following completion of the partial term, provided the partial term is less than one year. Commissioners who have served for six or more consecutive years at the time the ordinance codified in this chapter becomes I Ordinance No. 1379(2000 Series) Page 2 effective shall be eligible for reappointment to no more than one additional term. B. Vacancies shall be filled for unexpired terms. C. Such elements of the Council adopted Handbook for Advisory Bodies as apply to the joint use of recreational facilities committee shall be incorporated herein by reference. SECTION 2. A summary of this ordinance, approved by the City Attorney, together with the names of the Council members voting for and against it, shall be published at least five days prior to its final passage, in the Tribune, a newspaper published and circulated in this City. This ordinance will go into effect at the expiration of thirty(30) days after its final passage. The agenda was not complex, however, the one thing that we did discuss that could have implications, dealt with a region-wide bus stop improvement plan. COG staff has done considerable research regarding bus stops throughout both incorporated and unincorporated areas of the County, and found that there is a wide diversity in bus stops ranging from flag stops to stops with seats, shelters and signs. COG staff would like to see some minimum standards established. The fear of our Public Works staff, myself and other city representatives was that this could be opening a door where design prerogatives of incorporated cities could be diminished. This sentiment did prevail in the vote. A second item of concern was the forthcoming review of housing allocations, which pass from the State through COG to individual local government jurisdictions. This allocation is scheduled to occur in the 2001-02 planning period. Supervisor Peg Pinard fired the first warning shot at COG staff reminding them that during her tenure as mayor of San Luis Obispo, we lost some serious money as a result of COG's position on housing allocation. I, too, commented that the State and COG must become more considerate of the limitations of each city with respect to their General Plan Policies as well as the condition of their support resources. One other thing of import: COG will be contracting with Comarco Wireless Technologies to upgrade 132 roadside call boxes to integrate mechanisms that will serve the speech and hearing impaired.
