HomeMy WebLinkAbout03-20-2014 BAC Agenda Packet MISSION: The purpose of the Bicycle Advisory Committee (BAC) is to provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling outside the City. ROLL CALL: Jim Woolf (Chair), Howard Weisenthal (Vice Chair), Lea Brooks, Chris Black, Peter Deragon, Catherine Machado, and Arlene Winn. PUBLIC COMMENT: At this time, the public is invited to address the Committee concerning items not on the agenda but are of interest to the public and within the subject matter jurisdiction of the Bicycle Advisory Committee. The Committee may not discuss or take action on issues that are not on the agenda other than to briefly respond to statements made or questions raised, or to ask staff to follow up on such issues. CM Deragon seconded 29 the motion. The motion passed unanimously. 30 31 PRESENTATION ITEMS: 32 33 1. Measure Y/Sales Tax Funding 34 35 Daryl Grigsby, Public Works Director, made a presentation outlining the details of Measure Y 36 funding and the essential services it provides. Highlights included: 37 38 • Fundamentals/scope of Measure Y 39 • Projects and services 40 • Council budget process 41 • Accountability provisions, e.g. street maintenance, traffic management, public safety 42 • Capital Improvement Projects 43 • 2013-15 Financial Plan 44 45 He noted that Council would consider Local Revenue Measure Advisory Committee 46 recommendations on Measure Y at their July meeting. 47 48 CM Brooks noted that the Local Revenue Measure Advisory Committee had met and 49 recommended the extension of the sales tax measure for eight years. 50 51 52 ACTION ITEMS: 53 Draft Minutes Bicycle Advisory Committee Council Hearing Room, City Hall, 990 Palm Street, San Luis Obispo Thursday, January 16, 2014 at 7:00 pm Attachment 1, page 1 1 2. Airport Area Specific Plan Amendments (AASP) – Chevron, applicant 2 3 Phil Dunsmore, Senior Planner, gave an overview of the Airport Area Specific Plan (AASP) 4 amendments proposed by Chevron. He discussed project remediation and site restoration 5 plans, and the requested project entitlements. 6 7 There was general Committee discussion on the limits of contamination. 8 9 Mr. Dunsmore outlined the Bike Plan and Trail alignments and the Final EIR mitigation for 10 maintaining bikeway connectivity. He also discussed the multi-lane roundabout features and 11 safety benefits. 12 13 There was Committee discussion on the proposed facilities. 14 15 Mr. Dunsmore reported that the EIR was on track to be certified by the City Council in May. He 16 requested the Committee endorse the proposed area bicycle plan and recommend that the 17 Planning Commission forward this recommendation to the City Council. 18 19 James Park, resident, was concerned about potential conflicts among bicycles, vehicles, and 20 airplanes in the area and the ability to safely cross four lanes of traffic. 21 22 Myron Amerine, resident, discussed the concept of multi-lane traffic circles and extending lane 23 delineators for bicycles. 24 25 CM Brooks moved to endorse the project mitigation plan and the proposed bikeway circulation 26 amendments to the AASP, with the following additions: 27 28 • Provide flexibility of transportation mitigation required under cumulative impacts to 29 accommodate all users. 30 • Establish City monitoring and enforcement of trip reduction plans. 31 32 CM Deragon seconded the motion. The motion passed unanimously. 33 34 DISCUSSION ITEMS: 35 36 Agenda Item # 3: Committee Items 37 38 1. Way-Finding Signage Sub-Committee Report 39 40 CM Woolf gave a status report. 41 42 2. Bicycle Mode Share Sub-Committee Report 43 44 CM Brooks gave a status report and distributed materials pertaining to the Palo Alto 45 transportation study/survey.
