PUBLIC COMMENT: At this time, the public is invited to address the Committee concerning items not on the agenda but are of interest to the public and within the subject matter jurisdiction of the Bicycle Advisory Committee. The Committee may not discuss or take action on issues that are not on the agenda other than to briefly respond to statements made or questions raised, or to ask staff to follow up on such issues. Please contact the Clerk or staff liaison prior to the meeting if you require assistance. .91 ACTION ITEMS: Agenda Item #1: Chorro Valley Trail Project Staff from the San Luis Obispo Council of Governments (SLOCOG) will give a presentation on the Chorro Valley Trail Project. Additional information can be found on the project website at http: / /slocoq.orq /studies - underway /chorro- valley. Agenda Item #2: Election of Officers Article 3 (Officers), of the Bicycle Advisory Committee Bylaws (Attachment 2) last updated by the City Council on June 6, 2009, states that, "The officers will consist of a Chairperson and Vice - Chairperson who will be elected annually at a regular Committee meeting in each calendar year. The Chairperson will preside over all meetings of the Committee and perform such duties as directed by the Committee. The Vice - Chairperson will serve in the absence or incapacity of the Chairperson." Additional officer duties include; writing quarterly progress reports, representing the Committee at the Mayor's quarterly luncheon, and representing the Committee at relevant Advisory Body and City Council meetings. The term of election is for one year, commencing upon election. No person shall serve in the office of chairperson or vice chairperson for more than two consecutive terms. Chair Woolf and Vice Chair Weisenthal have each completed one term and therefore can be reappointed. The Chair should open the floor for nominations for the office of Chairperson, close the floor for nominations, and ask members to vote for one of the nominees. If only one nominee is offered, then a voice vote can be taken. However, if more than one person is nominated, the BAC may want to cast a secret ballot. The same process should be followed for the office of Vice Chair. Staff Recommendation: The Committee shall elect a Chair and Vice Chair. He noted some difficulties with the new green lane on Madonna at 27 Higuera, specifically that when cars stack up, merging on a bicycle 'by following the green lane 28 seemed difficult. He also noted observing somebody using the green area as a crosswalk. He 29 reported that a friend had complained that the bike light on Santa Barbara at Upham was not 30 easily understood when traveling north on Santa Barbara and wanting to continue north on to 31 Morro. 32 33 Myron Amerine reported that he had used the green lane on Madonna and found it to be handy 34 and working well. 35 36 37 MINUTES: January 16, 2014 38 39 Action: CM Brooks moved to approve the January 16, 2014 meeting minutes as submitted. 40 CM Machado seconded the motion. He summarized the design choices for way finding signage and discussed possible destinations for signage, e.g. downtown, Morro Bay, Amtrak, etc. He felt the signage should be aimed at bicycle tourists. He stated the LOVR entrance into town sign would be important. For south bound, he ........... . favored the route down Santa Rosa to Monterey over Ch rro. as it has Class ll lanes. . ....... ... He asked for Committee feedback before forwarding the dooument to the Bike Coalition, the Bike Club, and the City Way Finding committee. CM Machado agreed that using a consisten- sign style was key, especially if California was moving to a statewide standard or if rogional signage compatibility was available. Mr. Amerine favored the g`ree'n /white sign tyle an±d`'fe ltd irectional arrows and trip timing are important for riders. He did not favor riders feeding onto an Rosa and felt Chorro St. was CM Brooks reported that the sub - committee met with staff about how best to measure bicycle mode share. She requested that staff make available the 2012 bicycle count data that is currently being reviewed by staff, as well as 2014 data once it is compiled. She noted that the current (2012 and 2014) electronic counts don't include bike path data. Staff noted they had access to counting equipment that could be employed for bike path counts or for specific key areas not currently included in the count locations. Mr. Amerine discussed the consistency of "choke points" and suggested the Chorro /Lincoln intersection be used as a bike count location, as well as California /Foothill and Madonna /Higuera intersections. There was general process discussion on data gathering methods. CM Brooks agreed to make another presentation at the July meeting and would work with staff on where to do specific bike counts. She also intends to research other municipalities processes /methodology on both bike counts and mode share determination. • Distribution of Bicycling Information to Newcome CM Brooks discussed the intent to have residential'd eve lopers provide information to new residents about walking /biking /busing, instead 0'f"...... driving a car. She suggested the Committee could partner in developing an educa #onal packet for newcomers, e. . throu h the Chamber of Commerce and the City Hostess program. CM Winn suggested partnering with realtorso preate and distribute this packet. CM Winn was concerned about the proposed compost facility on Orcutt Road in relation to area bike safety. PURPOSE The purpose of the Bicycle Advisory Committee is to provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its ,relationship to bicycling outside the City. ARTICLE 2. COMMITTEE MEMBERSHIP AND'TERMS OF OFFICE The Bicycle Advisory Committee shall have seven members appointed by the City Council to staggered terms of four years. Members must be residents and registered voters of the City. Committee members will serve at the pleasure of the City Council. Any Committee member may be reappointed, provided no appointee serves more than two consecutive terms (8 years). A member who has served eight years can be reappointed after a one year absence from the Committee. ARTICLE 3, OFFICERS The officers will consist of a Chairperson and Vice - Chairperson who will be elected annually at a regular Committee meeting in each calendar year. The Chairperson will preside over all meetings of the Committee and perform such duties as directed by the Committee. The Vice - Chairperson will serve in the absence or incapacity.of the Chairperson. ARTICLE 4. MEETINGS A. The Committee will hold a regular meeting at least quarterly. The meetings are generally held the third Thursday of every other month (January, March, May, July, September and November) at 7:00 p.m. in the Council Hearing Room, City Hall. All meetings will be open to the public. B. The Chairperson or any four members of the Committee may call a special meeting, provided that a week's prior notice is given in writing to each member. 1 Updated 6/16/2009 Attachme 2 nt C. A quorum will consist of a majority of established Committee members. D. All actions of the Committee will be decided by a majority vote or consensus and will be directed through the Committee chair. E. All members present must vote, except when abstaining due to a declared conflict of interest. A failure or refusal to vote when present (except for a declared conflict or interest) will be construed as an affirmative vote. F. Any member with a declared conflict of interest will not vote or participate in any discussion of any item or in any manner attempt to influence the decision on that item. ARTICLE 5. SUBCOMMITTEES Subcommittees consisting of less than a quorum of the Committee can be appointed as needed by the Chairperson.
