WHEREAS, the paving of existing unimproved dedicated streets of the City of San Luis Obispo will tend to lower the cost of street maintenance in. the City; and rvHLREAS, the City Council is.desirous of providing an incentitive to the owners of property bordering on existing. unimproved dedicated streets of the City to proceed in the, paving, and improving said streets.
