HomeMy WebLinkAboutr 10588 Add 1267 Fredericks Street to Contributing List of Historic ResourcesRESOLUTION NO. 10588 (2014 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA, ADDING THE PROPERTY LOCATED AT 1267 FREDERICKS STREET TO THE CONTRIBUTING LIST OF HISTORIC RESOURCES (HIST- 0511 -2014 (CHC)) WHEREAS, on August 11, 2014, the City of San Luis Obispo ( "City ") received an application to demolish a structure 1267 Fredericks Street, San Luis Obispo (the "Property ") identified as a "potentially contributing" historic resource; and WHEREAS, on October 27, 2014, the Cultural Heritage Committee of the City held a public hearing in the Council Meeting Room of City Hall, 990 Palm Street, San Luis Obispo, California, and recommended the Council add the Property to the Contributing List of Historic Resources; and WHEREAS, the City Council conducted a public hearing on December 16, 2014, for the purpose of considering adding the Property to the Contributing List of Historic Resources (HIST- 0511 -2014 (CHC)); and WHEREAS, the City Council has duly considered all evidence, including the testimony of the applicants, interested parties, the records of the Cultural Heritage Committee hearing, and the evaluation and recommendations by staff, presented at said hearing. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. Findings. The Council makes the following findings of consistency with Historic Preservation Program Ordinance eligibility criteria for the Contributing List of Historic Resources: 1. The character of the building is historically significant due to the Residential Vernacular design that maintains a high level of its historic character and appearance to be recognized as a historic resource. 2. The residential structure retains a high level of integrity and retains its original siding, windows and exterior detailing reflecting its residential vernacular style. 3. The designation of the existing structure to the list of Contributing Historic Structures is consistent with the Historic Preservation Ordinance because the structure meets the definition of "Contributing List Resource or Property ", in that the structure is of at least 50 years old and maintains its original historic architectural character. 4. The relocation of the existing structure from the downtown area to Fredericks street in 1928 represents the movement to expand the downtown commercial district and represents a significant time period in the history of development patterns in the City. Categorically exempt from environmental review under Class 31, Historical Resource Restoration/Rehabilitation, Section 15331 of the CEQA Guidelines because the project consists of preservation of a historical resource that will not have a significant effect on the environment. SECTION 3. Action. The Council of the City of San Luis Obispo does hereby add the property located at 1267 Fredericks Street, San Luis Obispo to the Contributing List of Historic Resources. Upon motion of Vice Mayor Ashbaugh, seconded by Council Member Christianson, and on the following vote: AYES: Council Members Carpenter, Christianson and Rivoire, Vice Mayor Ashbaugh and Mayor Marx NOES: None ABSENT: None The foregoing resolution was adopted this 16t" day of December 2014.
