MINUTES
Regular Meeting of the
SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE
Council Hearing Room, City Hall
990 Palm Street, San Luis Obispo
January 26, 2012 Thursday 7 p.m.
MISSION:
The purpose of the Bicycle Advisory Committee (BAC) is to provide oversight and policy
direction on matters related to bicycle transportation in San Luis Obispo and its relationship to
bicycling outside the City.
ROLL CALL:
Present: Peter Deragon (Vice Chair), Chris Black, Catherine Machado, Kristina Seley, Howard
Weisenthal, and Jim Woolf.
Absent: Bill Bradlee (Chair)
Staff: Kevin Christian, Peggy Mandeville, Jennifer Milam
PUBLIC COMMENT:
Dan Rivoire, San Luis Obispo County Bicycle Coalition Executive Director distributed
information regarding May’s Bike Month.
Dave Albrecht, San Luis Obispo Bicycle Club, introduced himself as the club “Advocate” and
noted that their Capital Project Fund was $40K, which is available to organizations and clubs.
Gary Havas, asked about the construction underway on Broad Street south of South Street and
if the work would negatively impact the bike lanes once construction is completed.
Mr. Christian responded that a 5-foot wide southbound bike lane would be reinstalled, as well as
a new northbound bike channel.
Ms. Mandeville noted there would be an opening on the BAC and that applicants were being
sought for the Committee; she noted applicants needed to be registered voters and San Luis
Obispo city residents.
MINUTES: November 17, 2011
CM Woolf moved to approve the minutes as submitted. CM Weisenthal seconded the motion.
The motion passed unanimously, with CM Deragon and CM Machado abstaining, as they were
absent from the last meeting.
ACTION ITEMS:
Agenda Item #1: Election of Officers
It was determined that the officer election item would be continued to the next regular meeting
to allow the Committee Chair to be present.
Agenda Item #2. 2012 Bicycle Transportation Plan (BTP) Update - Consent Items
Mr. Christian discussed the consent items and subsequent updates since the agenda packet
went out to members.
CM Weisenthal requested staff clarification regarding the proposed policy “including bicycle
behavior training”, listed in Attachment 2, page 11, line 21. He also noted that often bike lanes
were impacted by new construction and maintenance vehicles, as well as construction traffic
and requested plan policies be reviewed for potential revision to help this situation.
Staff explained that bicycle behavior training is an action that is currently in place for City
contracted transit drivers. Creating a policy will formally recognize the training and may allow for
expansion of the training program. The training is meant to raise driver awareness of bicyclists’
actions, both proper and not. Staff noted that they would draft a new policy addressing
construction for Committee consideration.
CM Woolf moved to approve the consent items as submitted. CM Deragon seconded the
motion. The motion passed unanimously.
Agenda Item #3. 2012 Bicycle Transportation Plan Update – Outstanding Items
Mr. Christian discussed the BTP projects and text.
The BAC discussed the “Vista Lago Connection” project, specifically concerning whether the dirt
path should be paved. Because there was no consensus, the Committee continued the item to
the next meeting to allow each member to visit the pathway before deciding on the parameters
of the project.
There was BAC consensus to rank the project as presented.
Referencing the proposed plan text (Attachment 3, pg. 3, line 15), CM Seley questioned if there
were any plans to install “Buffered Bicycle Lanes” in the City at this time. Staff clarified that there
were no current plans for this facility type, and that listing them was to provide an additional
facility example following the proposed text, “…alternative design facilities such as, but not
limited to:”.
There was BAC consensus to include the text in the draft plan.
PRESENTATION ITEMS:
Agenda Item #4. 2012 BTP Update - New Presentation Items
• Railroad Safety Trail (RRST):
Staff discussed the proposed changes within the information presented, including:
o Identifying projects as location name specific and listed in a north to south order
o Dividing projects into primary and support projects
o Modification/changes to the RRST projects covering the following areas:
Amtrak station to Hwy. 101
Jennifer to Henry Sts. to Penny Lane
High St. to Roundhouse
• Bob Jones City-to-Sea Trail Projects:
Staff discussed the proposed changes within the information presented, including:
o Identifying projects as location name specific and listed in a north to south order
o Eliminating the Class I facility over Hwy. 101 at LOVR. As part of the Committee’s
action, it was noted that should the Class 1 facility over Highway 101 at Prado Road (as
called for in the Bicycle Transportation Plan) not be pursued, the Class I crossing at
LOVR should be reinstated.
o Adding a grade separated crossing of LOVR on the east side of Hwy. 101, at the creek
undercrossing.
• Presentation/discussion of deferred Pavement Area 9, New Projects:
The BAC reviewed presented data and agreed not to go forward with the proposed Higuera
St. Class II lane project. There was also agreement that there was insufficient traffic to
warrant the installation of shared lane markings on Nipomo St. between Higuera and Marsh
Sts. The Committee asked that the topic be included on a future agenda after the Bicycle
Transportation Plan has been adopted.
• Review existing plan text (Appendices): Staff requested that the BAC members review the
facilities listed on Figures 3 and 4 of the 2007 BTP, and provide staff with input on missing
items outside of the downtown area.
DISCUSSION ITEMS:
Agenda Item #5. Committee Items:
CM Weisentahal proposed that other BAC members consider joining him on a commute
challenge team for Bike Month (May) this year.
Agenda Item #6. Staff Items:
• Unmet Transit needs and Bicycle & Pedestrian Inventory Public Hearing Feb. 8
• Bicycle Friendly Community (BFC) status and feedback: Staff will forward communication
from the League of American Bicyclists to the BAC for consideration during the Bicycle
Transportation Plan Update.
• Land Use and Circulation Element Update Task Force being formed.
• Advisory Body recognition event March 1.
ACTION: CM Machado motioned to adjourn. Vice Chair Deragon seconded the motion. The
motion passed unanimously.
The meeting adjourned at 9:30 p.m. to the next regular meeting to be held March 15, 2012.
