Council Hearing Room, City Hall 990 Palm Street, San Luis Obispo March 15, 2012 Thursday MISSION; The purpose of the Bicycle Advisory Committee (BAC) is to* provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling oufside fhe Cify. ROIL CALL; Bill Bradlee (Chair), Peter Deragon (Vice Chair), Chris Black, Catherine Machado, Krisfina Seley, Howard Weisenthal, and Jim Woolf. PUBLIC COMMENT; At this time, the public is invited to address the Committee concerning items not on fhe agenda but are of interest to the public and within fhe subject matterjurisdicfion of the Bicycle Advisory Committee. The Committee may not discuss or fake action on issues that are not on the agenda other an to briefly respond to statements made or questions raised, or to ask staff to follow up on such issues. The Cify of San Luis Obispo is committed to including the disabled in all of its services, programs, and activities, Please contact the Clerk or staff liaison prior to the meeting if you require assistance, ACTION ITEMS; Agenda Item #1; Election of Officers Article 3 (Officers), of the Bicycle Advisory Committee Bylaws updated July 2007, states that, "The officers will consist of a Chairperson and Vice - Chairperson who will be elected at the first regular Committee meeting in each calendar year. The Chairperson will preside over all meetings of the Committee and perform such duties as directed by the Committee. The Vino. Chairpersonmil serve in the absence or incapacity of the Chairperson." Additional officer duties include; writing quarterly progress reports, representing the Committee at the Mayor's quarterly luncheon, and representing the Committee at relevant Advisory Body and City Council meetings, The term of election is for one year, commencing upon election, No person shall serve in the office of chairperson or vice chairperson for more than two consecutive terms. Chair Bradlee has completed one term and Vice Chair Deragon has completed one term, The Chair should open the floor for nominations for the office of Chairperson, close the floor for nominations, then ask members to vote for one of the nominees, If only one nominee is offered, then a voice vote can be faker. However, if more than one person is nominated, the BAC may want to cast a secret ballot. The same process should be followed for the office of Vice Chairperson. Staff Recommendation; The Committee shall elect a Chair and Vice Chair, Agenda Item #2; 2012 Bicycle Trans Plan Update •Consent Items This material has been presented and reviewed at previous meetings and BAC input has been incorporated, along with individual BAC member rankings, These are consent items (Attachment 2). No further discussion is planned unless a committee member requests a specific modification at the meeting. BTP ro'ects — Outstanding existing or previously discussed/presented projects: Vista Lago Railroad Safety Trail (RRST), main project Bob Jones Cityto -Sea (BJT), main project BTP text Maintenance Monitoring and Construction Staff Recommendation; Approve consent items. Agenda Item #3; 2012 Bicycle Transportation Plan Update — Outstanding Items BTP ro'ects —Both the Margarita and Airport Area Specific Plans contain a significant number of bikeways within them. The 2012 BTP addresses these bikeways as well. With one exception, '��_ ! "Tank Farm Creek Class I ",these projects have been presented individually and have been ranked by the BAC for inclusion in the 2012 plan. During the meeting, an overview of selected projects in these areas that could form an fastrVVest c ©n�ec�ion between the Railroad �af�ty Trail and the Bob Jones City -to -Sea Trail, will be presented. (to be discussed) BTP text — Following the draft outline of the 2012 Bicycle Transportation Plan update presented in July, 2011, an "Actions" listing was compiled. At the Sept. 15, 2011 BAC meeting a revised listing of compiled 2012 BTP "Actions" was presented to the Committee, The BAC offered direction for additions to the listing, as well as requesting that they be presented in a manner that identifies which have been converted from current plan policies, and which are new items. Note: Actions will be listed throughout the 2012 plan, A review of the listing has produced two new policies. � Recommended Actions 1 Education and Promotion (Policies) Staff Recommendation, Use the meeting to seek further understanding andlor to provide staff with input, Approve necessary projects for ranking, Approve draft text. Election of Officers Attac�m¢nt 12 4 S It was determined that the officer election item would be continued to the next regular meeting 6 to allow the Committee Chair to be present. 1 8 Agenda Item #2, 2012 Bicycle Transportation Plan (BTP) Update - Consent Items 9 10 Mr, Christian discussed the consent items and subsequent updates since the agenda packet 11 went out to members. 12 13 CM Weisenthal requested staff clarification regarding the proposed policy "including bicycle 14 behavior training ", listed in Attachment 2, page 11, line 21. He also noted that often bike lanes 15 were impacted by new construction and maintenance vehicles, as well as construction Traffic 16 and requested plan policies be reviewed for potential revision to help this situation, 11 Staff explained that bicycle behavior training is an action that is currently in place for City 18 contracted transit drivers. Creating a policy will formally recognize the training and may allow for 19 expansion of the training program, The training is meant to raise driver awareness of bicyclists' 20 actions, both proper and not, Staff noted that they would draft a new policy addressing 21 construction for Committee consideration, 22 23 CM Woolf moved to approve the consent items as submitted, CM Deragon seconded the 24 motion, The motion passed unanimously. 25 26 Agenda Item #3, 2012 Bicycle Transportation Plan Update — Outstanding Items 21 28 Mr. Christian discussed the BTP projects and feat. 29 30 The BAC discussed the "Vista Lago Connection" project, specifically concerning whether the dirt 31 path should be paved, Because there was no consensus, the Committee continued the item to 32 the next meeting to allow each member to visit the pathway before deciding on the parameters 33 of the project, 34 35 There was BAC consensus to rank the project as presented, 36 31 Referencing the proposed plan text (Attachment 3, pg, 3, line 15), CM Seley questioned if (here 38 were any plans to install "Buffered Bicycle lanes" in the City at this time, Staff clarified that (here 39 were no current plans for Phis facility type, and that listing them was to provide an additional 40 facility example following the proposed text, ",.,alternative design facilities such as, but not 41 limited to; ", 42 43 There was BAC consensus to include the text in the draft plan. 44 4S 46 PRESENTATION ITEMS; 41 48 Agenda Item #4, 2012 BTP Update � New Presentation Items 49 � Railroad Safety Trail (RRST): SO Staff discussed the proposed changes within the information presented, including: S1 o Identifying projects as location name specific and listed in a north to south order S2 o Dividing projects into primary and support projects S3 o Modificationlchanges to the RRST projects covering the following areas; 54 � Amtrak station to Hwy.101 SS ✓ Jennifer to Nenry Sts, to Penny lane S6 ✓ 14igh St to Roundhouse A�ach�ent I # Bob Jones City- to•Sea Trail Projects: 2 Staff discussed the proposed changes within the information presented including: ^\` 3 o Identifying projects as location name specific and listed in a north to south order 4 o Eliminating the Class 1 facility over Hwy. 101 at LOUR. As part of the Committee's S action, it was noted that should the Class 1 facility over Highway 101 at Prado Road (as 6 called for in the Bicycle Transportation Plan) not be pursued, the Class I crossing at 7 LOUR should be reinstated. 8 o Adding a grade separated crossing of LOUR on the east side of Hwy, 101, at the creek 9 undercrossing, 10 Presenlationldiscussion of deferred Pavement Area 9, New Projects: I l The BAC reviewed presented data and agreed not to go forward with the proposed Higuera 12 St. Class II lane project, There was also agreement that there was insufficient traffic to 13 warrant the installation of shared lane markings on Nipomo St, between Higuera and Marsh 14 Sts, The Committee asked that the topic be included on a future agenda after the Bicycle 15 Transportation Plan k adopted. 16 � Review existing plan text (Appendices): Staff requested that the BAC members review the 11 facilities listed on Figures 3 and 4 of the 2001 BTP, and provide staff with input on missing 18 items outside of the downtown area, 19 20 21 DISCUSSION ITEMS; 22 23 Agenda Item #5.
